Argued more than 20 major motions in federal court, and state trial, appellate and supreme courts.Articulated and substantiated positions on legislative and policy issues by authoring more than twenty major reports, law review articles, and policy papers. Served as a key organizational spokesperson for print, radio and television media on a weekly basis. Debated high-level gun-lobby spokespeople on television and in public forums.

Litigated government contracts cases. Wrote the briefs in Reflectone v. Dalton, a 1995 appeal before an en banc Federal Circuit that changed the way government contracts claims were litigated. Second chaired four week trial before the Armed Services Board of Contract Appeals.
