Major accomplishments:• Successful completion of LOGCAP IV’s first “living basis of Estimate”; a searchable database identifying each employee by Performance Work Statement (PWS), job title, work location, budgeted location, mission segment, and assigned record identification number. This instrument was used to manage workforce, define efficiency, and ensures positive control of each position as services and sites were drawn down. Designed to be flexible and flow with the project’s rapid daily changes.• Managed the option year 4 proposal development and supporting documentation, which when negotiated achieved a 99% definitization. This was a 36% improvement over previous years and secured an additional $720M in allowable revenue.
