Lead investments for K-12 Education Strategy and Office of the President Data Program focused on education technology and increasing the availability of data critical to R&D, artificial intelligence, analytics, and personalization to benefit students of color and all students experiencing poverty.

Led the Measurement, Learning, and Evaluation (MLE) team and served as member of the K-12 Management Team. Helped portfolio teams use data to understand if and how their investments create positive and measurable change for Black, Latino, and students experiencing poverty and in making investments to improve data and data infrastructure in the K-12 sector.

UPD helps school districts and state departments of education implement complex management reforms. UPD is nationally recognized as a leader in building the systems, processes, and skills these organizations need to manage for results. At UPD, I led company strategy, business development, and consulting projects to develop Stat performance management systems, district and state data systems (particularly in Ed-Fi), and complex management reforms.My engagements included the development of performance management processes with school districts in Baltimore, Memphis, Paterson, NJ, and the District of Columbia, and the state education agencies of New York, Tennessee, Rhode Island, the and the District of Columbia. As part of the Race to the Top Program, I helped the US Department of Education lead a two-year Community of Practice with 8 Race to the Top States centered on using performance management routines to turnaround low-performing schools. I also supported work to develop an open-source data standard (using Ed-Fi) to support teacher preparation in partnership with national funders, teacher prep programs, states, and districts.

Baltimore SchoolStat is a data-driven performance measurement and accountability program based on the Baltimore CitiStat Program. Major accomplishments during this tenure included the creation of the district’s Stat program to oversee its two year “Master Plan,” overseeing reforms in teacher recruitment and staffing (which led to 200 fewer teacher vacancies and 43 percent more recruits eligible to be highly qualified), and recovering $141 million dollars in state revenue for the district.

Organized and trained community leaders to hold “house party” events to mobilize voters in West Des Moines, IA.

Formulated and negotiated legislation on behalf of the committee for issues involving clean water, infrastructure security, and environmental programs at defense facilities. Led legislative work on The Water Investment Act, a $41.5 billion re-authorization of the Clean Water Act and Safe Drinking Water Act.
