GS-13 DEU Certified Human Resources Specialist

• Perform the full range of Merit Promotion Plan and Delegated Examining Unit activities for the Transportation Security Administration. This includes the development of evaluation criteria, Job/Position Analyses and Assessment Questionnaires, reviewing qualifications, adjudicating Veteran's preference and other preference eligibility claims.• Specialize in creating, issuing and extending certificate and supplemental certificate due dates of best qualified candidates ensuring all legal and OPM requirements, applicable agency processes and timetables are met.• Utilize automated staffing systems including USA Staffing, Monster and ERecruit to create and post vacancy announcements, complete quality reviews, and issue certificates.• Review the qualification ratings performed by other team members as a QA.• Prepare vacancy case files for audit preparation and oversight of case file maintenance• Conduct review of recruitment case files for legal compliance of Delegated Examining Unit• Explain OPM and legal regulations to Hiring Managers regarding certificates and Veteran’s preference.• Code SF-52s• Research cases and prepare detailed documentation and responses for resolution of formal grievances and complaints on qualification ratings or merit promotion actions
