Subcontracts Administrator

Develop, negotiate and administer T&M, Labor Hour, Fixed Price, Cost Reimbursable/Award fee type Subcontracts consistent with Government Client requirements in accordance with company and FAR/DFAR procurement policies and procedures. Currently administering 7 programs, containing 80 separate subcontract agreements, totaling over $40 million in awards. Develop, negotiate, and administer non-disclosure agreements, proprietary information agreements, and teaming agreements consistent with Government Client requirements in accordance with company and FAR/DFAR procurement policies and procedures. Reviews and coordinates all requests for data to ensure protection of company and customer interests in compliance with contractual requirements.Serves as a POC for the customer on all assigned business and contractual matters, providing coordination with other departments as necessary in the preparation of responses to customer correspondences and requests.Works with proposal teams in support of new business assigned as the lead subcontracting support element, coordinating the pre-award subcontract proposal functions. Proposals supported from 2011-2012 alone total in over $5.33B in potential awards for the company, negotiating with well over 50 potential teammates, and supporting major customers such as JSOC, US Army, CENTCOM, and SPAWAR. Prepare RFPs for transmittal to potential subcontractors and analyze price/cost proposals. Currently supporting contracts and proposals for USSOCOM, SE-SRC and JSOC customers. Builds and maintains strict subcontract structured files prior to award of subcontract, as to meet the CPSR (Contractor Purchasing System Review) requirements set forth for L-3 STRATIS to maintain approval. Additionally, participated in a division-wide peer review of subcontract files in 2011 to prepare for L-3 STRATIS’s CPSR update audit. High marks across the board from auditors commenting on the accuracy of individual subcontracts files.
