Large West Coast Utility, Cyber and Physical Security Federal Compliance Project, Program Management Office (PMO) Delivery Lead & Portfolio Manager● As PMO Delivery Lead:● Provided management and oversight of 71 sub-projects, 40+ member team, and a total budget of $78M. The project successfully implemented a cyber and physical security strategy that exceeded audit requirements of federally mandated compliance standards, and is viewed as the industry leading best practice that has been shared among utilities nationwide● Authored and maintained PMO documentation and processes, including project governance; a structured project intake and project change request approval process; consistent project scope, schedule, and cost status indicators; support for cost and schedule management plans; risk and issue management● Organized and led both project-wide (40+ member team) status reviews and project leadership meetings on a weekly basis. Food and Drug Administration (FDA), eSubmitter Electronic Submission Program, Project Manager and Lead Requirements Analyst● Acted as project manager, task lead, lead requirements and regulatory analyst, and direct point of contact for FDA clients in the development of electronic submission forms and custom user interfaces (UI) for multiple blood, drug, and biologics products. Resulting templates in the eSubmitter custom software tool served as the front-end component of the FDA’s multi-system electronic regulatory submission receipt solution● Authored project plans and schedules; monthly project status and budget reports; test plans, scripts, and results; user training materials; comprehensive user manual; and system requirements specifications and system design documents● Supervised and managed junior analysts; led weekly requirements sessions with FDA subject matter experts; developed recommended designs for custom electronic submission forms● Led the electronic form development process, testing, live technical training/Q&A sessions for both FDA and industry users, and provided daily technical and regulatory support for FDA and industry stakeholders● Authored, recorded, edited, and published numerous web-based training modules for industry users using Camtasia Studio 8, a live screen capture and video editing software tool● Authored proposals, leveraging experience and expertise to win follow-on work from various FDA Centers
