Repair officer for all 28 Atlantic Fleet Arleigh Burke class destroyers (DDGs). Supported nation’s strategic goals while saving millions of taxpayer dollars. Implemented financial and cost engineering business model to strategically forecast, plan, and execute shipyard overhauls for all 28 destroyers in the Atlantic Fleet. Accomplished 6 mid-life overhaul and modernization upgrades (7-12 months), 40 shipyard repair periods (3-12 months), 90 minor repair periods (3-6 weeks); improving hull, mechanical, and electrical systems, allowing ships to meet the forty-year service life requirement.• Led cross-functional team of 35 civilian defense contractors comprised of work package managers, technical assistants, and ship engineers to execute contract administration, planning, and execution across three regional maintenance centers. Used innovative methods to save taxpayer money

Maintenance and technical expert for all Atlantic Fleet ships, including global strategic projects such as the forward deployment of ships for the missile defense of Europe and Israel. Directed and managed maintenance and funding for all Atlantic Fleet ships, including many special projects such as Joint Strike Fighter integration onboard USS Wasp. Demonstrated technical and policy expertise by writing testimony on seapower issues for the House Armed Services Committee. Planned ship repair/maintenance element of FDNF Rota (forward-based Ballistic Missile Defense (BMD) of Europe and Israel) from concept of operations to actual mission deployment of DDGs. Maintenance planning and scheduling efforts led to on-time deployment of first two ships protecting Europe and Israel from ballistic missile strikes. Business acumen helped mitigate funding instability and control cost and schedule growth. • Process engagement with government repair facilities, OEMs, private repair shipyards, and contractors resulted in 5% decrease in growth, greater adherence to production milestones, and early and systematic identification of required repairs.
