Ronald E. Brooks is a founding member of Brooks Bawden LLC, a government relations and strategy consulting firm in Washington D.C. He served thirty-eight years in law enforcement with extensive executive, management, investigative, homeland security and criminal intelligence experience. Ron retired as a Captain with the San Mateo County (California) Sheriff’s Office, assigned as Director of the Northern California Regional Intelligence Center (NCRIC), a DHS designated fusion center and the Northern California High Intensity Drug Trafficking Area. . Prior to the NCRIC, Ron retired as an Assistant Chief with the California Department of Justice, having served in most ranks and assignments. Ron is a member of the Executive Board of the California Narcotic Officers’ Association (CNOA) and served as that organization’s President in 1995. He served sixteen years as the President and currently as the Executive Director of the National Narcotic Officers’ Associations’ Coalition, (NNOAC). In that capacity, Ron represents the interests of our nation’s narcotic officers. Ron was a founding member and Chairperson of the U.S. Department of Justice’s Criminal Intelligence Coordinating Council (CICC), a U.S. Department of Justice Federal Advisory Commission advising the U.S. Attorney General on matters involving criminal intelligence and information sharing. Ron was a founding member and served four years as the Chair of the State and Local Homeland Security and Law Enforcement Partners Board for the Director of National Intelligence (ODNI). Ron has received numerous awards, including the National Intelligence Distinguished Public Service Medal, the nation’s highest Intelligence Community award for a non-IC individual, the Redwood City Police Department’s Medal of Valor, the National Fusion Center Association’s State and Major Fusion Center Representative of the Year Award – 2012, and the San Mateo County Sheriff’s Office Distinguished Service Medal.

President of the National Narcotic Officers' Associations Coalition (NNOAC) The NNOAC is comprised of 44 state narcotic officers' associations, the RISS and HIDTA Director's associations, East Coast nad Central Coast Gang Investigators Associations with a combined membership of 65,000 law enforcement officers. The NNOAC represents the interests of those associations in Washington DC primarily with theCongress, Administration and federal criminal justice agencies.
