 Successfully marketed COSTARS, Pennsylvania’s cooperative purchasing program, to Pennsylvania’s political subdivisions, nonprofits, and businesses, resulting in a 90% increase in membership and a eight-fold increase in spend to $1.3 billion in FY2018. Successfully designed and implemented a refined vendor fee structure that quadrupled revenue - without a loss of participation - that financed expanded staff and services and contributed $1.5 million to the General Fund in FY2013. Developed sales reporting and statistical measures, demonstrating a local taxpayer savings of $230 million in FY2018.

 As County Chairman, representing 100,000 voters and 260 Committeepeople, dramatically strengthened Lancaster County Democratic organization in fundraising (tripling revenue), training, voter registration (increased by 25%), recruitment (43% increase in Committeepeople), communication, information management, and electoral and grassroots strategy that culminated in the largest Democratic vote in county history and the largest percentage increase of Democratic vote (over four years earlier) in Pennsylvania in 2006 and the election of 55 local Democrats in 2005-07 (a county record and a quadrupling of elected Lancaster County Democrats).

 Responsible for product management , including merchandising, purchasing, vendor relations, warehousing, negotiations, strategic sourcing, quality control, pricing, gross profit analysis, and inventory allocation and control. Achieved significant increases in gross profit for both companies. Performance resulted in a consistent record of high impact achievement in organizational growth, increasing sales & revenue, improving organizational efficiency & gross margins, and elevated levels of client satisfaction. Directed efforts to recruit, interview and hire qualified job applicants at all levels, including Chief Financial Officer. Implemented management buy-out of $6 million division and created a profitable new company while opening three new store locations plus a warehouse and corporate offices.

 Transformed or created customer and associate centered corporate cultures for division emphasizing ethical practices, process improvement, continuous training, cycle-time reduction, problem prevention, customer service, and accountability resulting in measurable improvements in quality, customer satisfaction, and associate morale.

 Senior Executive position with responsibilities including supervision of 200 associates in 17 locations and management of budgets up to $30 million. Performance resulted in a consistent record of high impact achievement in organizational growth, increasing sales & revenue, improving organizational efficiency & gross margins, and elevated levels of client satisfaction.  Revamped management structure to eliminate an entire level of middle managers, at a cost savings of $300,000 annually, by enhancing the authority and skill levels of front-line managers and through the development and implementation of a comprehensive management development training process.

Successful initiatives included revolutionizing citizen & student involvement in Board decision-making, reducing administrative costs, revising Board policies, implementing Superintendent and Board evaluations, and dramatically reducing student absenteeism.

 Transformed inconsequential, rubber-stamp civic organizations including Human Resources Council, Recreation Commission, Public Relations Commission, and Housing Rehabilitation Committee into influential power centers significantly impacting public policy. Led efforts to heal in the aftermath of community/school unrest and coordinate and expand community cultural and recreational activities.
