Responsible for all technical aspects of this ongoing evaluation project. Coordinates with Client to develop inspection strategy. Developed all Phased Array Ultrasonic Testing procedures. Fabricated specialty fixtures for transducers for difficult to access weld inspection. Reviews and approves all reports to the client. Scope: Bay Area Rapid Transit (BART) requires Phased Array Ultrasonic Testing (PAUT) and conventional UT. AMEC’s scope includes developing PAUT and UT procedures to evaluate welding and material condition.

Reviewed Phased Array Ultrasonic Testing Procedure for entire project site. Performed blind test and witness quality control performance of phased array test of FlawTech work piece. Further performed phased examination of complete joint penetration welds on World Trade Center Transportation Hub in lieu of radiographic testing.

ACCP/ASNT Senior Level III: Certified NDT personnel and maintained related documentation for Caltrans. Reviews documentation for Quality Control (QC) personnel submitted for the Caltrans Ultrasonic Pile Testing Program. Develops, administers, and grades Caltrans NDT certification examinations for Caltrans Quality Assurance (QA) NDT inspectors for ultrasonic (UT) and magnetic particle testing (MT). Reviews special Annex K and Annex S ultrasonic procedures submitted by contractors for examination of complete joint penetration welds on thin-walled or small-diameter members. Scope: Provide Senior Level III oversight for Caltrans NDT. Develop NDT- related examinations and administer them to Contractor and Caltrans inspectors for certification. Maintain NDT-related records and program administration, most importantly for the Caltrans Ultrasonic Pile Testing Program for Contractor field inspection personnel. Coordinate closely with Senior-level Caltrans Engineers for development of standards and program administration, including communication with outside entities such as Contractors.

CWI / NDT Inspector: Lead orthotropic deck inspector while forward-deployed for more than one year to ZPMC in Shanghai, China. Lead QA inspector on swing shift. Key evaluator of the non-standard ultrasonic testing (UT) for partial joint penetration welds coordinating the efforts of more than a dozen NDT Technicians. Conducted extensive UT of tower and orthotropic deck welds. Vital advisor to Caltrans construction staff on all weld related issues. Scope: AMEC provided QA Inspection and NDT services at fabrication facilities in China, the UK, Japan, and the construction site. Services included personnel for reviewing plans and specifications and welding engineering. Services were specifically for structural steel, Pre-fabricated Parallel Wire Strand (PPWS), castings, and forgings.

CWI/Senior Level III: Developed specialized video probe inspection methods to evaluate completed welds of tubular members. Reviewed specifications and welding quality control plans. Conducted pre-welding meeting with multiple agencies. Provided QA inspection and non-destructive testing of structural steel welds with Magnetic Particle Inspection (MT) and video probe inspection. Witnessed contractor Quality Control activities. Scope: Provided quality assurance (QA) oversight and inspection of welding and structural steel components for a steel major pedestrian bridge leading to the Bay Area Rapid Transit (BART) station at Dublin/Pleasanton over I-580. QA inspection discovered weld quality nonconformances, leading to engineering recommendations resulting in project re-start with appropriate code and inspection processes. Developed video probe evaluation procedures to determine weld quality and new welding specifications to address welding of ASTM A 500 tubular steel.
