Through analysis of the threat and coalition capability he offset national deficiency with increasingly effective ways of warfare. Where experimentation and transfer of novel approaches and capabilities leave coalition forces with excessive risk, he set a requirement for capability development, with much of the work concentrated on how the Joint Force will integrate most effectively. He shaped the Future Force Concept with cyber and space as separate domains to Sea, Land and Air, binding them together with information to achieve influence with integration of Other Government Departments, the Intelligence services and coalition members. He progressed the Joint Expeditionary Force and Combined Joint Expeditionary Force to full operating capability, whilst working bilaterally with US and NATO colleagues. Integral to Defence’s enhanced effectiveness has been the utilisation of operational lessons and the challenge function. In particular, his evaluation of Op SHADER and a resurgent Russia have influenced the development of operational exercises and warfare.
