ISO-NE lead responsible for the definition and development of the New England Open Access Transmission Tariff (OATT) and operating agreements that provide ISO-NE with its operating authority over the New England transmission system.

• Regional Transmission Organization (RTO): OSS Department lead responsible for the definition and development of the RTO Standard Market design compliant changes to the RTO New England Open Access Transmission Tariff (OATT), including the incorporation of the external tie lines and local transmission service, and the elimination of certain transmission service provisions.• OSS Department lead responsible for the definition, development and implementation of (i) operations-based processes, (ii) external transactions processes and (iii) SMD compliant changes to that impact Operations-based processes and the OATT.• Developed and presented business and technical solutions for OSS projects and assignments, and other ISO-NE projects.• Responsible for the management of the OSS Group, the associated business processes and supporting staff, and subject matter expert on and coordination responsibilities for the OATT. Provided supervision of up to four employees.• Provided guidance to ISO Management, ISO and NEPOOL Counsel, market participants and transmission customers on a broad range of OSS-related matters, including development of FERC filings, interventions and answers.• Involved in the development of various Market Rules and Tariff procedures, the interpretation of the RNA language, and provided liaison with various NEPOOL and National Committees (including TC, NERC ESC).

• Developed and presented business and technical solutions for BA&T projects and assignments, and other ISO-NE projects.• Functional lead for BA&T projects and assignments.• Managed consultants and vendors for the development and implementation of BA&T projects and assignments, and other ISO-NE projects.• Represented BA&T Department at internal and external committee meetings discussing matters that will potentially affect project definition/development.• Provided technical support for Legal, Public Relations and Governmental Affairs and other departments within the ISO-NE, and ISO-NE Management.

• Settlement Department lead in the implementation of the Congestion Management System and Multi-Settlement System (effective March, 2000).• Responsible for the management of the NEPOOL Open Access Transmission Tariff, the ISO Tariff and the Installed Capability Market settlement processes and supporting staff.• Responsible for the assisting with the management of the five NEPOOL hourly markets settlement processes and supporting staff.• Provided guidance to ISO upper Management, ISO and NEPOOL Counsel, market participants and transmission customers on a broad range of settlement matters.• Continued involvement in the development of various Market Rules and Tariff procedures, the interpretation of the RNA language, and providing liaison with various NEPOOL Committees (including TOC, TSS).

• Responsible for the calculation of billings related to Automatic Generation Control, Capability Responsibility, NEPOOL Dispatchable Loads, the NEPOOL Open Access Transmission Tariff, and Pool Transmission Facilities, and coordinated the application and acceptance of internal and external NEPOOL bilateral power contracts.• Responsible for the definition and implementation of the settlement portion of the NEPOOL Open Access Transmission Tariff, ISO-NE Tariff, NEPOOL Voting Share/Governance calculation and the Monthly Installed Capability Market. Involved in many areas of the NEPOOL restructuring.• Provided liaison with various NEPOOL Committees (including MOC, TOC, TSS, MSS).• Supervised nine (9) ISO-NE employees.

• Directed the operation of more than 300 electric power generators in New England while utilizing the most economical power available to serve regional electric demands and meeting prescribed reliability standards.• Coordinated electrical operations with neighboring power systems in New York and Canada to ensure a broader reliability of electrical systems.• SPORT Implementation Team (July 1993 – July 1996) – Responsible for the: (a) centralization of all NEPOOL generation dispatch and control functions to the ISO-NE facility, (b) the definition, specification and procurement of a new generation dispatch and control computer system, and of a new voice communication system, and (c) the revision of the applicable NEPOOL and NEPEX rules and business processes.

• Operated, maintained, inspected, and tested equipment and systems on the primary and secondary sides of an 1150 MW PWR nuclear generating station.• Participated in the Cold and Hot Functional testing of PWR nuclear generating station.• Developed plant system operating procedures, and switching and tagging orders.
