Mr. Purdy has extensive international experience working directly with Mayors, City Councils, and public policy officials to conduct legislative and local government reform initiatives. He has worked with a wide array of local governments and civil society organizations to build their capacity, analyze organizational performance, evaluate service delivery and develop and implement capital improvement and procurement plans. He has developed and implemented programs to promote the participation of citizens and assessed issues constraining civil society and local government finances, prepared expenditure plans and detailed revenue plans for NGOs, municipalities and road maps that include institutional arrangements for revenue sharing between central governments and municipalities. He has assessed the scope for private investment in service delivery and organized public awareness programs to assist municipalities implement policy initiatives.
