Responsible for the strategic planning, effective coordination, and integration and synchronization of KBR resources during the USG’s drawdown of forces in Iraq. Conducted strategic planning, utilizing war-game exercises to develop and refine the support plan to ensure the successful closure of 39 military bases. Planned and tracked the drawdown and closeout of property, materials and personnel:– 490,209 property items valued at $2.53B– 226,549 material lines valued at $546M– 45,364 direct hire and subcontractor workersCreated forecasting models to facilitate the management of the drawdown of personnel, property, and materials.

Responsible for the timely and accurate information flow between the client, the Program Manager (PM), and the Director of Operations for support of the Corps Logistical Support Services (CLSS) contract. Recommended solutions to problems and ensured the cost effective utilization of resources. Facilitated and coordinated procedural and technical issues to include planning, analyzing and budgeting time, materials, and resources for the PM.

Responsible for managing 9 primary and 13 secondary sites with approximately 6300 employees and subcontractors performing basic life support and logistic functions for 35,000 soldiers and contractors and 67,000 property items valued at $328M. Managed annual budget of $375M. Achieved an Excellent rating for the project’s portion of the June 2008 Task Order 139 Award Fee Evaluation Board (AFEB)

Responsible for managing all on site functions (HR, Operations, Safety, Logistics, IT, Finance, Engineering, Construction, Security, Quality, Materials, Project Controls). Supervised 300+ employees. Managed annual budget of $89.8M. Provided oversight of operations and support services for an 83% expansion of a military base in Iraq due to the 2007 “Surge”. Increased a water treatment plant threefold while increasing costs only 10%. Oversight of more than 60 construction projects with a value of $42.4M.

Represented KBR on a joint military staff of Army, Air Force, Navy, Marine representatives and Coalition partners from Great Britain, Australia and Poland. Advised military staff on KBR’s logistical capabilities. Coordinated base closure issues and activities with Multi-National Force – Iraq (MNF-I), Multi-National Corps – Iraq (MNC-I), and the subordinate combat divisions at more than 70 KBR sites. Prepared and presented briefings to senior leaders and distinguished visitors. Assisted with the planning and coordination of KBR’s logistic requirements to support the 2007 “Surge”. Coordinated, advised, and briefed key groups on base closure procedures, schedules and issues, as well as KBR logistical support capabilities. Senior KBR manager with oversight of approximately 20 base closures.

Prepared annual budget for a $1.25B logistics organization (supply, fuel, maintenance) with approximately 5,100 employees at 25 sites. Coordinated with all staff sections to determine personnel and equipment requirements. Prepared and maintained reports to justify all labor positions and equipment. Prepared the CLSS presentation for the LOGCAP Award Fee Evaluation Board, which had an award fee pool of approximately $160M.

Liaison between client and KBR. Facilitated communications between Coalition Provisional Authority (CPA) and KBR by communicating customer requirements for execution. Determined and understood client requirements and matched them with contract capabilities. Coordinated with various departments to ensure client requests were within scope of contract and completed in a timely manner. Coordinated with DCMA to ensure timely completion of construction projects, which included 8 Life Support Areas supporting more than 5,000 soldiers and civilians, Washington Airfield, and the Joint Operations Center for Combined Joint Task Force 7. Coordinated logistical services and materials for the establishment of a Forward Operations Base for 1,200 soldiers. Coordinated and supervised logistical support required for Secretary of State Colin Powell’s address to approximately 2,000 members of the CPA staff.
