• In collaboration with Foxconn Inc. Taiwan, lead the R&D SW development effort on a 24 FPGA/4 ARM processor proof of concept Testbed supporting 5G wireless technology• Managed a team of 7 embedded software engineers in the parallel product development of four different Remote Radio Head (RRH) RF transceivers supporting 3G/4G/WiMAX/LTE cellular networks deployed world-wide. • Managed an international multi-site SW team of 10 engineers in the C++ software development of a tightly coupled multi-core/FPGA solution for the Next Generation RRH product line.• Championed the training and use of UML and other OOD tools for SW design and development.

Architected and implemented a plan to develop/distribute government furnished test vectors to GPS industry that can be used in conjunction with a GPS simulator to simulate modernized signal-in-space (SIS) capabilities. Uses of test vectors have been proven to reduce the risk of potential SIS requirement misinterpretations prior to modernize SIS capabilities becoming operational. Plan involved TV development and distribution efforts being shared between 9 different government support contractors and 3 different Air Force divisions.• Chief contributor to the creation of a civil navigation system integration test plan to test civil GPS user equipment L2C/L5 SIS capabilities• Contributed to planning and system integration on-site test execution of new SAASM extended function SIS capabilities at the Master Control Station, Schriever AFB, CO and Cape Canaveral, FL.

Defined strategy and led tactical execution of company’s product development process improvement initiative based on a synergistically balanced CMMI, Agile and Six Sigma methodologies requiring the cultural buy-in of 75 software, hardware, and test engineers and Program Managers. Managed staff of 16 software, 4 quality and 11 test engineers (5 in Pune India), controlled a budget of: $1M software staff, $250K capital, and $700K process improvement• Led requirements analysis, architectural design, software development, and testing of next-generation GPS receiver engine within budget and schedule resulting in more than $10M first year sales• Developed and implemented product requirements definition initiative (e.g. processes plus DOORS) resulting in 60% schedule reduction in initial requirements churn and 70% improvement in estimating requirements change impact • Drove creation and provided leadership to Global System Test Group to develop automated product test software for early development cycle application resulting in a 45% reduction in acceptance test software/hardware defects within first year of deployment• Invented strategy and led development and deployment of software defect reduction initiatives resulting in reduction in customer reported defects from 17% to 1.6% within one year of implementation

Managed a team of 30 software engineers supporting 8 concurrent projects developing embedded (C++/ARM) cryptographic communication security products. Managed a budget of: $2.2M staff, $400K capital, and $600K process improvement• Defined the strategy and led NSA mandated company-wide software process improvement effort resulting in receiving CMM level 3 certification in half the national average time; 2 years vs. 4 years• Lead technical proposal efforts for twelve government cryptographic products resulting in a 80% win rate • Drove the procurement, training, and deployment of a Requirements Management tool (DOORS) that within one year lead to 100% traceability between system requirements and test cases for all product lines• Spearheaded the development of a rapid prototype environment used for both cryptographic algorithm evaluation and tamper protection/penetration testing resulting in a 30% reduction in product time-to-market within 1 year of deployment

Provided technical leadership to a cross functional team of 6 software, 2 ASIC, 2 hardware and 2 RF engineers developing 7 different military GPS receiver product lines. • Developed strategic alliances with existing government customers in defining new applications and market niches for secure GPS receiver technology resulting in military product line growth from 1 to 6 over a 4-year period representing 70% of company’s overall business• Prepared and presented proposal, negotiated IR&D contract and led program to develop and deploy next generation GPS receivers at the Air Force Master Control Station and five globally dispersed monitor stations resulting in $3M profit and $13K per month maintenance agreement• Lead the company’s HW & SW development efforts to become one of the 1st government approved GPS security system-on-a-chip (SAASM) vendors leading to 7 million dollars in new market sales• Personally developed and tested all embedded classified software required for the conversion of commercial GPS receiver to a military product line resulting in company expansion into new market and $5M first year revenue• Lead the testing effort of the entire classified GPS receiver product line using a combination of satellite simulators and government test lab support (e.g. Cape Canaveral, Central Inertial Guidance Test Facility, Holloman AFB New Mexico, Master Control Station, Colorado Springs, United States Naval Observatory & Naval Research Lab, Washington D.C.)

• Developed embedded software (written in C and NS32000 assembly) to support decryption of satellite signals (SA and Y-code) for the D5 Trident Submarine and Range Applications JPO GPS classified receivers.• Lead a team of 4 engineers in successfully field testing the companies 1st GPS Receiver at Yuma ARMY Proving Grounds and USAF Cape Canaveral Florida which has developed skills that would be helpful as a Director of Engineering.• Responsible for all security/cryptographic related aspects in the development of both the company’s Military Receivers and Satellite Simulators.
