On the other hand, absorbed the Corporate Customers’ Sales Support and MIS functions to allow the Sales Team not to distract from administrative tasks. Implemented Oracle R12 ERP’s Collection Module.Recovered excess Corporate Tax paid for USD 2.5 M (out of USD 4.5 M) that were pending since 2012. Up-graded the accounting team which in consequence could close several Internal and External Audit issues pending since 2013. For the first year since 2013, external audit reports are up-to-date as of Apr-17.Led the Finance local team during the due diligence and acquisition of Mapcity.com (http://mapcity.com/) and Inmosearch (http://www.zoominmobiliario.com/) in Dec-16, and SOFICOM (http://www.soficom.cl/) in Apr-17. Currently, focused on the integration of the three companies into the Equifax ecosystem and standards.

Integrated a 50 years old family-run company (Informconf S.A.) into a Corporate subsidiary of Equifax International. Informconf was acquired by Equifax International in joint venture with Bancard S.A. in Oct 2014.Created and developed the Financial Planning & Analysis and Procurement functions within Finance. Implemented US GAAP for corporate reporting purposes. Executed M&A Due Diligence audit, risk management and tax issues recommendations to fully align the new venture to Equifax’s corporate standards.Synchronized Equifax and Informconf Billing Cycles and reorganized all accounting and finance processes to fulfil with corporate accounting month close due dates. These actions reduced month close from 10 to 3 business days. Led almost 30 staff among Accounting, Collections, Billing, Procurement, Financial Planning & Analysis, and Treasury units.

Followed-up and stabilized SAP ERP implementationCreated a new MIS tool that consolidated financial information in a faster and more reliable manner. With this innovation, we compare and follow up business performance more accurately right after monthly closings.

In charge of overseeing all public investment projects (Infrastructure, Human Capital and Social Investment) currently in execution with public resources. Manage an administrative budget of USD 0.8 million and a team of 14 analysts. I unified 3 different technical areas, dispersed around the Ministry of Finance, into one specialized public investment unit.Responsible for designing, developing and implementing the National Public Investment System (SNIP)Currently, developing PPP’s Value for Money analysis (pre-feasibility) for PPPs or concession projects such as Paraguay’s main Airport, Paraguay River Waterway (Hidrovía), and Metropolitan BRT system.Executive Coordinator of the MERCOSUR Convergence Fund (FOCEM) National Unit of Paraguay and Paraguayan delegation head before the FOCEM Expert Group of the Secretariat of MERCOSUR.Responsible and team member of different task forces designated to prepare Legislative Bills to be presented by the Executive Branch to the Congress, such as the LT 500 kV project of USD 555 million, and creation of the Development Fund – FONDES – with the additional USD 240 million annual royalties from ITAIPU.

Led a corporate venture enterprise in the micro-loans industry from the scratch. In three months, the company was managing a $ 6 M portfolio with 26 employees and granting loans to a 16,000 potential customer base and recovering a large past due portfolio acquired from FIs. Coordinated and supervised sales & marketing, collections, insurance brokerage, operations and IT areas. Negotiated with suppliers and other organizations’ strategic partnerships.

Merged two Paraguayan trade promotion agencies into one. Managed 14 employees, established a new organizational structure under REDIEX. Developed and coordinated market intelligence, trade promotion and export consortia departments. Established two offices abroad (Chile and Taiwan).Executed 12 projects with a budget of USD 0.5 million (25% of REDIEX’s budget) to promote 30 local companies executed in Brazil, Argentina, Spain, Italy, India, Mexico, USA, Central America and Taiwan.
