As independent consultant, I support clients and partners to reach their objectives by providing advice and insight, communication products (reports, graphics, presentations) that are adapted to diverse audiences and based on quantitative, economic and financial analyses in varied domains.Thirty-two years of accomplishments in different government of Canada departments revealed strong capacities in modelling (for simulations, forecasts, quantitative, statistical and econometric analyses) mainly in micro-economics and international trade with a sustainable development perspective as well as in transportation, energy and environment.Volunteer at the income tax help service of the CABH over the last five years, I recently joined its board of directors as treasurer. Director of the Transportation Development Centre, a unit of Transport Canada. The Branch is now called the Transportation Innovation and Applied Research Centre, a unit of the Economic and Transportation Analysis Directorate. The Centre is promoting the R&D development in several domains such as rail safety, clean rail, clean marine and aviation safety and security.The Centre counts a dozen of professionals (mainly engineers) and R&D projects are organized under four portfolios: rail safety, clean rail, clean marine and the R&D Central Funds. For an annual budget of approximately CDN $ 6 million.

The Branch was responsible to coordinate and report on the Clean Transportation Initiative. During that period, the Sustainable Transportation Assessment Tool (STAT) was completed and its implementation schedule agreed upon. The Carbon Footprint of Supply Chains has been launched as well as the Departmental Strategy for Adaptation to Climate Change.

I directed the last two Full Cost Investigations of transportation in Canada. This Federal-Provincial-Territorial investigation, implemented many innovative assessment and allocation methods for financial costs (e.g., roads, rails, ports, airports, pipelines, vehicles) and externalities (accidents, air pollution, greenhouse gas emissions, delays due urban road congestion) for all modes of transportation in Canada.The Branch completed advanced modelling by developing the Freight Option Simulation Model that allowed to simulate the potential impacts on externalities (accident risk, air pollution, greenhouse gas emission, urban congestion) of modal shifts on long distances shipments in Canada (between census metropolitan areas). The model was based on freight forecast by origin-destination until 2030.During that period, I represented TC at international fora such as the International Transport Forum (Joint Transportation Research Forum), International Civil Aviation Organization (Market-Based Measures Task Force).

Participated to the development of national action plans to reduce greenhouse gases, in particular the design of market-based instruments (tradeable permits) to manage environmental issues such as climate change. I was an active member of the Domestic Emissions Trading Ggroup as well as the head of the secretariat of the Kyoto Mechanisms Table.Canada's representatives at a number of international fora such as OECD, IEA, IPCC and CEC.Secondments at the Climate Change Secretariat and at Natural Resources Canada (Large Final Emitters) (from October 2001 to September 2003)I contributed significantly to the Emission Cap and Trade Feasibility Study for SOX and NOx available on the US-EPA website: http://www.epa.gov/airmarkets/resource/usaqa-resource.html
