Manage construction and operations for the Carolina Downtown Flood Mitigation Project as part of FEMA 404Hazard Mitigation Program. Managed operations of the Carolina RWWTP and the Carolina area wastewater pumping stations. Managed specialized and technical personal composed of supervisors, technicians and operators. Ensure an effective operation, compliance with established work schedules, the integrity of applied operational procedures as well as conservation and maintenance of equipment and treatment systems. Responsible of maintaining the treatment plants efficiency regarding operational cost, chemical consumption, equipment efficiency and compliance with multiple programs and regulations such as NPDES, RMP/PSM, CWA, CAA, Storm Water monitoring, SPCC, and others. Supervise and monitor improvement projects.

Analyze, investigate and make recommendations for administrative, technical and operational activities related with the development of improvements of facilities associated to Puerto Rico's metropolitan waste water systems. Assist in the implementation of new services, special assignments and new technologies to enhance efficiency and ensure compliance with state and federal regulations. Evaluates the viability of proposed projects to assure compliance with specifications and make recommendations. Assist the Directorate of Treatment and Production in technical aspects regarding the operation of waste water systems and facilities to achieve projections and metrics.

Supervise all operations of the Bayamon RWWTP to ensure a quality and cost-effective treatment of municipal waste waters in compliance with state and federal regulations. Supervise the facilities operations personnel which include six licensed level IV Plant Operators certified by the Government Board of Waste Water Operators. Monitor data logs and prepare reports. Maintain a quality treatment by the implementation of PCS, SOP’s and GLP’s. Responsible of maintaining the treatment plants efficiency regarding operational cost, chemical consumption, equipment efficiency and compliance with multiple programs and regulations such as NPDES, RMP/PSM, CWA, CAA, Storm Water monitoring, SPCC, and others.

Operate and monitor the treatment system of the Puerto Nuevo RWWTP. Control chemical applications and mechanical equipment to ensure a quality treatment in compliance of state and federal regulations. Collect waste water samples for testing of parameters such as ph., turbidity, settleable solids, suspended solids, dissolved oxygen, total chlorine and solids removal. Operate laboratory equipment. Prepare data logs and notifications regarding process control and equipment operation. Inspect operational equipment and perform light preventive maintenance.
