Design, schedule and execute a robust twenty-month evaluation that will capstone a seven-year, $551M Initial Operational Test and Evaluation (IOT&E) effort to inform combatant commanders of the capabilities of the F-35 in environments operationally representative of combat. Continue to manage congressional and DoD programmatic milestones with international partners interests amid a highly-political environment. Scheduled and executed operational test events concurrent with developmental test events to gain early-look data, greatly reducing risk and cost. Created multi-national team of 69 people to address a critical gap in coordination and execution for Data & Instrumentation. Meticulous management of 14 networks encompassing multiple complex classification levels by developing data readiness roadmaps, initiating DoD data flow, and identifying milestones at critical junctures. Successful procurement of data diodes and deployable data processing ensured successful accomplishment of pre-IOT&E requirements enabling capture, transfer and storage of 5 Petabytes of F-35 test information within current manpower limitations. Led cross-team coordination of five squadron maintenance departments to maximize utilization of limited assets required to maintain a fleet of 23 aircraft through five deployments.

Managed the security of 5,000 classified items and 1,200 clearances with 100percent compliance of Headquarters Air Combat Command (ACC) directives. Led the transformation of computer security for SAP networks to the risk management framework as the first fighter wing to complete the required upgrades. Developed security best practices, three of which HQ ACC adapted as the standard. Led 4th Fighter Wing Safety to “Wing Safety Program of the Year.” Orchestrated a tiger team to identify over 130 risk assessment areas and implemented job safety analysis fixes. Served 1 year deployed as the combatant commander’s chief of safety, reduced Class A flight mishaps by 57% and ground mishaps by 68% preserving over $900B in combat military assets. Modernized the Wing Mishap Response Plan. Synchronized 55 agencies and authored 36 checklists, ensuring clear guidance during emergency response. Modernized wing weapons and tactics processes and systems, allowed for twice the workflow capacity. Spearheaded East coast monthly RAZOR TALON exercises with over 75 aircraft participating, filling a training void and providing unparalleled large force exercises without travel cost or time away from home station. Launched an initiative to bring low-angle strafe back into the wing’s tactical arsenal. Developed a robust training syllabus, developed and test-flew all profiles, and equipped our warfighters with additional capabilities.

Managed $2.1B in annual munitions, ensured eight fighter squadrons were trained, proficient, and combat mission ready and weapons were in-place and available for the opening salvo of Operation ODYSSEY DAWN. Directed time-critical mission planning, fuel planning, mission assignments and target sets, ensuring night-one success over Libya. Authored initial beddown criteria for the F-35 Strike Fighter in Europe. Ensured 5th-generation capabilities were available for Americans and allied nations. Launched coordination across multi-disciplined organizations to develop a synchronized base defense plan for Bagram Airfield, Afghanistan, taking advantage of aircraft systems utilized post-mission to inform base defense and ensure over 30,000 military personnel’s security. Created data matrix connecting fighter aircraft capabilities with combatant commander expectations. Turned raw data into robust, quantified, meaningful information.
