Leading the business development efforts of a multi-faceted contractor specializing in force augmentation with subject matter experts (SME) supporting diverse missions for the Department of Defense, Department of Veterans Affairs, Department of the Interior, Naval Facilities Command, and Army Corps of Engineers. In addition to these and other federal agencies, we support various state agencies and institutions, as well as private firms requiring SME consulting service.

As Director of Operations, Mr. Shein lead the efforts for building envelope and interior finishes construction scopes. He provided guidance on Safety, Quality Control, Operations (Pre-Construction and Construction) for Government, Commercial, and Residential projects. This included, but was not limited to, corporate finance, process improvement, business development, construction operations, estimating and construction management, quality control management, and corporate safety. Residential and Commercial work included multi-family and mixed-use construction.

As Sr. Vice President, Mr. Shein leads the national efforts for building envelope construction. Previously managed the proposal and estimating department as Sr. Capture Manager. Provides guidance on Safety, Quality Control, Operations (Pre-Construction and Construction) for Federal and Commercial projects. This includes, but is not limited to, corporate finance, process improvement, business development, construction operations, estimating and construction management, quality control management, and corporate safety. Current contract awards include USDA, Federal Bureau of Prisons, National Park Service, Bureau of Land Management, U.S. Fish and Wildlife Service, Westover ARB, NAS Corpus Christi PWD, Eielson AFB USPFO, U.S. Army Corps of Engineers, NAVFAC SE.

As Project Executive, Mr. Shein’s primary tasks were to lead the contract teams nationally. This included, but was not limited to, corporate finance, process improvement, business development, construction operations, estimating and construction management, safety committee. Mr. Shein had previously held the positions of Program Manager, Senior Project Manager, Project Manager, and the Safety Committee Chair with Midnight Sun Global Services, LLC (MSGS). Current contract vehicles included Indian Health Services MACC in AZ, NM, Navajo Nation; GSA National Capital Region MACC; NAVFAC NW SMACC, NAVFAC Mid-Atlantic SBMAC – NSA Crane; USFDA multiple sites; and Environmental Contracts with USACE Savannah and USACE Omaha.

As a Capture Manager, Mr. Shein’s primary tasks were to identify, procure, and manage contracts in the western regions of CA, NV, AZ, NM, and OK. This included, but was not limited to, business development, estimating and construction management. Mr. Shein also inspected installation methods, materials, and practices to assured that materials and equipment were installed in accordance with specifications and manufacturers’ requirements. In addition, he performed routine inspections of ongoing activity with client representatives and had authority to reject shipments or work in place and may also segregate material or work for subsequent review, rework, or other corrective action. Mr. Shein oversaw other specialty and quality control inspectors that were required from time to time in accordance with project plans.Mr. Shein enhanced the QC program by providing charismatic, passionate, and experienced professionalism who raised the bar for excellence and brought value to all project stakeholders. By creating and establishing objectives with measurable goals, training, standardizing processes, and a focus on continuous improvement and accountability, the QC Program became the backbone of successful projects.

Mr. Shein was responsible for job order contract administration, data quality, scope of work development, cost estimates, proposal development, subcontractor buyout and coordination, scheduling, coordination with project architects and engineers, project meetings, project records and documents, and managing customer relations and expectations, Quality Control Program Management (3 Phase Control, DFOW, Quality Assurance), Safety Program Management on multiple projects, simultaneously including:• Job Order Contract for NAVFAC, various Naval Facilities in the Pacific Northwest for construction, repair, and alterations to shore facilities and portions thereof belonging to the U.S. Government, with projects ranging from $25,000 to $2 million. This five-year, $75 million maximum value contract was designated a 100% set-aside under the 8(a) program and awarded to Northwest McGrath Contractors, a joint venture of Centennial and Alaska Native Corporation company Sentinel Industries, Inc.• Job Order Contract for the State of Washington, Department of General Administration, a $4 million a year, three-year IDIQ contract for repair, remodeling, and new construction of public works throughout the State of Washington, with projects ranging from $10,000 and $350,000.• Job Order Contract for the University of Washington, a $4 million a year, three-year IDIQ contract for repair, remodeling, and new construction of throughout the various campuses and hospital facilities of the University, with projects ranging from $10,000 and $350,000.Additional support of other regional contracts in the region as assigned.

Mr. Shein started and managed all phases of Western Washington branch, Small Projects/Maintenance Division. Growth of regional presence from Everett to Olympia exceeded expectations. Consistently exceeded new customer goals and client expectations throughout tenure. Duties included, but were not limited to: scope of work development, cost estimates, plan and specification review, Quality Control Program Management (3 Phase Control, DFOW, Quality Assurance, Testing & Inspections), Safety Program Management.

Mr. Shein managed the international sales and commercial division, approved the contractor program, and provided oversight for product technical services and the guarantee/warranty program for roofing and waterproofing products. During this period, Mr. Shein served as Hawaii Sales Representative, International Sales Manager, Western U.S. Representative Manager, and managed the UL, FM, ICC, and Energy Star programs. Site duties include, but were not limited to: Quality Assurance, Testing & Inspections, scope of work development, specification generation, and technical advisor.

Mr. Shein was self-employed and managed personal real estate investments, financial planning. Obtained mortgage, insurance and securities licenses.

Mr. Shein was a Sr. Plant Operator, managed the plant operations personnel and was HazMat-Technical Level First Responder, certified Forklift and Front Loader operator for the aluminum sulfate production facility.
