Oversaw the Recruitment, Organizational Development, and Attorney Hiring Units.

Oversaw several projects designed to improve California's civil service system, including streamlining our classification structure, abolishing outdated classifications, and making it easier to hire.

Oversaw the statewide administration of several personnel services programs for the state of California, including classification and compensation, leave policies, layoffs, and hiring consultation. Led a team of experts providing HR consultation to nearly 150 state departments and agencies.

Served as Recruitment and Retention Manager, then Manager of a Hybrid team that performed the full range of talent management activities from recruitment through termination.

Provided assessment and selection services to agency customers, including customized exams, job analysis, and training. Planned and conducted job analysis and assessment development meetings. Responded to requests from customers to assist with hiring, including generating ideas for narrowing down or expanding lists of candidates. Worked with a diverse group of agencies, including Social and Health Services, Attorney General’s Office, and Licensing.

Assisted client agencies with selection challenges by conducting job analysis, creating various tests (e.g., written exams, structured oral interviews), training, and working closely with subject matter experts and agency representatives. Facilitated ongoing e-mail discussion group on job analysis.

Served as lead on all job analysis and test validation projects; also served as a classification and pay analyst. Provided advice and recommendations to management on a variety of personnel issues, including position allocation, discipline, and selection. Conducted the most complex and sensitive job analysis on a range of classifications. Created a variety of selection devices, including written exams, performance tests, and training and experience measures. Developed software-based tools to enhance collection of job analytic data. Provided training to managers and supervisors on the hiring process and performance appraisal.

Assisted in evaluating the legality and validity of test construction and validation methods. Helped prepare complex expert reports for court submission. Analyzed organizational records to determine validity of employment decisions (selection, placement, downsizing, etc.) based on the law and scientific literature. Performed benchmarking surveys of public safety organizations regarding personnel policies (e.g., physical ability testing procedures, ADEA compliance).
