FINANCIAL ANALYSIS BRANCH CHIEF-GRID SECURITY DIVISION (JUNE 2021-PRESENT)Responsible for managing RUS’s financial analysis and underwriting of loans and grants to finance projects relating to cybersecurity, energy efficiency and savings, grid reliability and resilience, and interconnection of distributed energy resources to distribution systems and the bulk transmission grid. Work closely with both borrowers’ and internal RUS’s financial and engineering staff to evaluate the financial and engineering feasibility of proposed grid security projects. Manage, train, and lead a team of six financial analysists in reviewing financing request for grid security projects and preparing financial underwriting memorandum utilized by RUS’s senior loan committee. Collaborate with other members of RUS’s leadership team in developing both financial and technical parameters for financing of grid security projects consistent with the provisions of Rural Electrification Act of 1936. Draft implementing regulations that authorize RUS to provide loans to finance projects related to grid security as provided in Section 6503 of the 2018 Farm Bill. Served as USDA’s representative on intra-governmental committee on grid security and reliability.
