This included short and long term objectives and deliverables, potential project identification, and the development of program budgetary and funding requirements. The strategic planning processes led to the creation of an NGO network of 16 organizations comprising coastal and in-land interests to research and provide written comment and expertise on statewide NPDES permits. This process provided the opportunity to represent American Rivers’ California office and deliver concerns and technical recommendations before the State Water Resource Control Board pertaining to the Draft NPDES Phase II Small MS4 General Permit and the Draft Policy for Whole Effluent Toxicity Assessment and Control. Working in the Sierra Nevada foothills region, I assisted in the coordination of two on the ground green infrastructure pilot projects in Nevada County, performed discharge monitoring, calculated runoff potentials, and designed potential green infrastructure and low impact development projects using ArcGIS and Google Sketch-up. Additionally, I had the opportunity to teach stream survey techniques to El Dorado County high school students in conjunction with the El Dorado County Resource Conservation District’s Watershed Education Summit on the Cosumnes River. One of my favorite projects was getting to work with the City of Grass Valley, CA on the development of project proposals for flood mitigation, stream restoration, and green infrastructure.Operating in six different watersheds throughout the high Sierra, I coordinated with the U.S. Forest Service, Alpine Watershed Group, San Francisco Estuary Institute, and volunteers to perform stream assessments using the California Rapid Assessment Method (CRAM), wetland delineations, vegetation frequency tests, discharge measurements, groundwater monitoring, and stream channel surveys. Using ArcGIS and the NRCS SSURGO database I created soil, drainage, and land-use maps, and an infiltration analysis to determine soil conditions and infiltration capacity within the city limits. This led to a comprehensive list of applicable best management practices and an audit of the City’s existing planning and zoning code to identify barriers to voluntary implementation of low impact development strategies. We then developed a report outlining our findings and presented draft code language designed to encourage low impact development to the City planning commission for adoption. Show less
