Provide leadership to the environmental assessment and permitting processes for Vancouver Fraser Port Authority infrastructure projects.

Accountable for leading all aspects of the Roberts Bank Terminal 2 ("RBT2") development project on behalf of the Port of Vancouver, including leadership of the project team, working across multiple port departments, as well as engaging with external stakeholders to deliver project milestones and objectives on time and on budget. Workstreams include permitting, project financing, procurement, government, stakeholder and Indigenous relations, budgeting, risk management, change management, engineering, safety and cost control.

I lead multi-jurisdictional environmental assessments of some of the most complex projects in BC, including Liquefied Natural Gas terminals, mines, a major hydro-electric facility and a major port expansion. I lead environmental assessment working groups that included federal and provincial departments, local governments, proponents and Aboriginal groups. I lead Canada's consultations with Aboriginal groups regarding major resource projects, including preparing written correspondence and meeting in person with chiefs, councils and legal representatives. I was responsible for tracking all consultation activities and ensuring Canada meets its constitutional and statutory obligations to consult and accommodate Aboriginal groups, where appropriate. I lead public consultations that included national press releases, online access, open houses and public meetings.

I prepared project schedules and budget estimates for construction of a contaminated wastewater treatment plant in the Dominican Republic. I supervised contractors and ensured that construction activities were conducted in a safe, timely and cost-effective manner in accordance with international standards. I supervised a crew of technicians, coordinated and managed field work, trained and mentored staff, prepared presentations, reported to senior project managers, clients and regulatory agencies. I worked in an inter-cultural setting with a majority of communication in Spanish. I was responsible for maintaining an existing water treatment system, conducting reviews of system performance, system compliance, implementing enhancements and managing quality assurance/quality control of the system. In the field I was responsible for collecting soil, water, air and sediment samples for analysis, interpreting analytical data to determine remediated areas, and managing and classifying contaminated sites within international standards. I managed a hazardous waste storage facility and was responsible for regulatory compliance, inspections, training junior staff, environmental monitoring, security and safety.

I represented the Vancouver Airport Authority on the Aeronautical Noise Management Committee, a multi-stakeholder working-group consisting of industry, federal and municipal governments, First Nations and citizen representatives. I lead a noise measurement and abatement project to determine which areas around the airport are most significantly affected by airport noise and to subsequently determine and recommend the best possible noise abatement strategies. I prepared proposals and status reports regarding environmental programs for senior management. I reported on the outcomes of strategic initiatives identified in the annual environmental report.

I developed and lead a team of employees and consultants to implement interdisciplinary engineering projects. I was responsible for scheduling, budgeting, recruitment and allocation of human resources. Supervised, mentored and trained employees. I efficiently prioritized, delegated and managed up to 60 projects from initial concept to final implementation. Work included presenting proposals to clients, budgeting, scheduling, producing progress reports, hiring sub-contractors and liaising with regulators. I designed project tracking tools and standardized operating policies and procedures. Responsibilities included liaising with clients and regulatory agencies. Established and maintained effective working relationships with diverse stakeholders during the development of sensitive projects. Helped parties to achieve consensus on project designs and implementation through conflict resolution processes.In the field I monitored existing stream flow and fish habitats and oversaw the construction and installation of erosion/sediment controls, drainage structures and effluent treatment lagoons. I was responsible for identifying and protecting fisheries habitat, bear dens, bird nests, wildlife habitat, unstable terrain, scenic values and archaeological features. I coordinated all phases of projects, ensuring ground operations and road building proceeded according to approved plans and safety and environmental regulations.

I worked in remote and challenging field settings designing timber harvesting blocks and roads, including drainage structures, ditches, culverts and bridges. I provided engineering recommendations to senior management and assisted in preparing and promoting the division’s 5-year and 20-year operational plans. I participated in a co-design initiative with representatives from management and the union to maintain the operational viability of our division. The team successfully reduced operating costs by over 25%, improved workplace safety and increased employee morale and productivity.
