Responsible for strategic Program and Project Management for the ArRiyadh New Mobility (ANM) Consortium Riyadh Metro Project, Package 2, Line 3. TIC $US 6.4 Billion, 6 Year Design and Build Project, 41 km of twin track metro through downtown Riyadh with 22 stations, 10 km TBM Tunneling, 11 elevated stations, 2 major train maintenance and stabling depots and 47 Driverless Trains. • Responsible for Schedule development, revision and updates• Establishment and maintenance of the Monthly reporting systems for the program utilizing Earned Value, Monthly Invoicing, Monthly Reporting and Quarterly Reporting.• Responsible for the program Document Control, HSE, Quality Assurance, Risk Management and Reporting.

Responsible for establishing, operating, and transferring a new Program Management Office (PMO) for the Jeddah Municipality’s (JM) Construction and Projects Agency (Agency). The PMO oversaw all aspects of the day-to-day management of the City-wide infrastructure work performed by three consultants (Engineering Management, Construction Management, and Operations & Maintenance Facilities Management) as well as other internal and external departments on behalf of the JM.• Developed and implemented structured processes and procedures according to Project Management Institute (PMI) international standards.• Conducted a PMI OPM3 Assessment within the JM’s Construction and Projects Agency, and implemented processes to improve the maturity level of management practices within the organization.• Established a PMI training program for all of the Agency’s staff.• Ensured that programs and projects met defined health, safety, and environmental (HSE) quality assurance and quality control (QA/QC) checkpoints, requirements, and standards.• Ensured that all program and project performance baseline costs, schedule, scope, and quality deadlines were met, and monitoring statuses were regularly and effectively communicated.• Developed and implemented a new Program Management Information System (PMIS) utilizing Oracle’s Primavera Unifier Web-Based Enterprise Software. Implementation of this system required the coordination of all of the relevant internal and external departments taking part in supervising programs and projects.

Hired to recover 60 days of lost schedule and to oversee all aspects of the design, construction, startup, and 20-year continued operation of a SR287million (USD 77million) District Cooling Plant for the Information Technology, Computer, and Communications Complex in Riyadh, Saudi Arabia. This load was serviced by one plant room with five electric driven chillers (25,000TR) and two thermal energy storage tanks (10,000TR) and provided chilled water to over 50 facilities, which included mixed commercial, industrial, hotel, office, and residential spaces. This project was an EBOT (Engineer, Build, Operate, and Transfer) project.• Implemented, directed and chaired progress meetings with the client and corporate board members.• Reviewed weekly and monthly progress reports and interfaces with the client, contractors and subcontractors on project status, variances and technical requirements.• Interfaced with over 50 building owners and their engineering and operations staff for billing and energy transfer station control room requirements.• Oversaw the issuance of construction contracts including tender bonds, performance guarantees, advance payment guarantees, workers compensation insurance, construction liability insurance and professional liability insurance.• Managed the procurement process and implementation of all subcontracts for engineering and construction work with firms in Dammam, Saudi Arabia; Riyadh, Saudi Arabia; Dubai, UAE; and Abu Dhabi, UAE.

Vice President of Construction operations assigned to provide technical and program management expertise to corporate business development executives in the KSA. • Accompanied corporate executives during meetings with potential clients to discuss project feasibility, forming partnership and Joint Venture Agreements for construction projects in mixed-use towers, housing, education, health, and infrastructure. • Formulated project plans(s) to acquire construction companies to work in Saudi Arabia.• Reviewed and critiqued draft proposals with respect to strategies, technical content and responsiveness on the received tender packages and provided oversight for the engineering team performing the pricing of Bill of Quantities (BOQ) for project proposals.• Prepared Project Management and Control Policies and Procedures to be utilized for the management and control of project performance for the several construction companies that would be involved in meeting the Business Plan goals.• Assisted in developing short- and long-term marketing plans and sales forecasts for presentations to the Executive Board of Directors.

Oversaw $600M budget for Phase 4 and MAA Districts A-E of the internationally acclaimed Dubai Waterfront development. The Waterfront, located on the western shores of Dubai, would transform 1.4 billion square feet of empty desert and sea into an international community with a population of 1.5 million.• Provided Master Developer Technical MEP Design Review of 40 Third Party Developer's Preliminary and Final Tower, Podium, and Basement Designs for compliance to LEEDs Gold Certification, MEP allocations, Sustainability, and compliance to the MAA Master Plan, MAA Development Control Regulations and the MAA Transportation Management Plan for Highways, Metro Networks and Stations.• Conducted design review of the 300 tower plots that were being designed and built by Third Party Developers. Each plot has a Built Up Area that ranges from 28,000 to 230,000 m2 and an estimated population of approximately 250,000 individuals.• Prepared electrical, water, sewage, district cooling, and TSE load forecasts for the 300 plots that were then utilized to prepare the detailed infrastructure designs and establishment of the Trunk Infrastructure requirements.• Provided technical review, strategic planning, and oversight for location of six Metro Stations, 400kV transmission lines, four 400kV substations, and fifteen 132kV substations. Also procured and established the right of way for 132kV and 22kV underground cables and Dubai Metro Station locations.• Prepared the electrical power and water needs forecast including the standby power generation requirements and costs from the time of tower commissioning up until Dubai Electric and Water Authority (DEWA) power and water would be available. • Oversaw and substantially contributed to conceptualizing and drafting content for Requests for Proposals (FIDIC tender documents) and concept papers as part of the Request for Proposal development teams.
