Oversaw three Search and Rescue (SAR) enabling systems with a combined budget of $2.5M & 13 people:• Defined requirements, validated system architecture and development changes for the AMVER system, reduced personnel costs by improving the automation of position discrepancy identification and correction, and improved the user interface for watch standers to perform manual discrepancy correction, improved available data and reduced annual costs by $200,000.• Partnered with another team to integrate automated position information sharing to increase the availability of position information available to SAR coordinators for use during emergencies.• Oversaw improvements for the Self-Locating Datum Marker Buoys, providing a browser based user interface for management, logistics tasks, and viewing buoy position information on maps; greatly increasing the availability of information for both existing and new users.• Guided the team through changing from an email push methodology for GPS location data to a web services pull paradigm and managed the contract with the satellite service provider.• Led the Environmental Data Server team to maintain the needed 99.99% system availability and completion of regular adaptations to changes in data distribution locations & formats, provided accurate information to search and rescue planners increasing their ability to save lives

Lieutenant Junior Grade to Lieutenant; Project Officer for software development and sustainment at the Coast Guard’s software development center. Concurrently oversaw three web-related systems with a combined annual budget of $6.6M and teams of up to 15 people.• Led the team to stand up a new intranet system for use by all Coast Guard personnel, along with establishing extranet capabilities to allow CG reservists full time access to needed information, expanding the user base to ~60K.• Implemented a new intranet portal with IBM Websphere and Fatwire content management system using Scrum Agile methods to scale the hardware and develop the software architecture to provide the required functionality. Transitioned all data from the prior intranet system by deadline. Team received in-person recognition from the Coast Guard CIO.• Phased out and closed down the legacy intranet system used by ~45K CG personnel as the new intranet system was launched, ensuring all legacy data was transitioned and all equipment and other resources were disposed of and made sure all personnel were moved on to other projects. • Completed a standardized look and feel template for the Coast Guard’s Internet server, established processes to ensure all units maintained web sites accordingly and implemented new functionality and organization for the CG public relations office and Commandant’s office.
