I use my unique and vast experience as a former federal national security prosecutor and trial lawyer for more than 25 years to defend companies and individuals in government investigations and prosecutions. I specialize in handling high-stakes civil and criminal matters as well as sensitive internal investigations. I advise clients on a full range of issues involving data breaches, cybersecurity, AI, international trade (export-control laws and sanctions regulations), theft of trade secrets, national security issues, money laundering, healthcare fraud, financial crimes, and CFIUS issues. I serve as the Co-Chair of Hinckley Allen's Cybersecurity, Data Protection, and Privacy Practice Group and the Chair of its International Trade and National Security Practice Group. My practice focuses on internal investigations, white-collar criminal defense, cyber incident response, civil litigation, and compliance matters. I have led hundreds of complex investigations, tried dozens of cases to verdict, handled and supervised numerous high-profile cases, and am recognized as an expert in the areas of national security, cybersecurity, data breaches, government investigations, and white collar criminal defense. I began my legal career as a prosecutor in the Navy Judge Advocate General's Corps and prosecuted numerous crimes, including murder, rape, and computer offenses. I then worked as a civil litigator where my practice involved intellectual property, and business and employment related disputes. From September 2003 to February 2022, I worked as a federal prosecutor and oversaw numerous investigations of national security related-offenses. I successfully prosecuted terrorism, international money laundering, cyber-intrusions, and export control and sanctions related offenses involving, among other things, plots to commit domestic attacks in support of terrorist organizations, illegal procurement networks designed to obtain U.S. technology to assist foreign governments in advancing their military capabilities and WMD programs, and obstruction of the Boston Marathon bombing investigation. From April 2018 to February 2022, I served as the National Security Chief of the U.S. Attorney's Office for the District of Massachusetts and in this capacity, supervised all national security investigations and prosecutions in Massachusetts, including cyberattacks, espionage, foreign influence operations, terrorism-related activities, online threats, intellectual property theft, money laundering, and export control and sanctions violations.
