Horizon Aerospace, formed in 2003, is an independent provider of Aviation Expert Witness, Expert Advisor, Mediation and Consulting services.The business is led by Peter Bull, who has worked in the aviation industry for more than 40 years, starting as an Aircraft Engineering Apprentice before progressing through various technical, management, Executive Director and Advisory Board roles. He has provided expert witness evidence at the highest levels from International Arbitration and the London High Court to The Hague. He has been instructed on behalf of both the claimant, defendant and as a single joint expert. In addition to giving written and oral evidence he has provided input to CPR Part 36 offers, Part 18 requests, disclosure, litigation risk assessments, attended mediations, expert meetings and prepared joint statements. He has completed the full (1 year) Cardiff University Law School / Bond Solon expert witness program including written examinations in civil law and procedures plus independent assessment of written evidence and performance under cross-examination.Peter has also been a CEDR accredited mediator since 2011 and specialises in aviation disputes within his areas of expertise which allows him to immediately engage with the parties at their level of industry, technical or commercial knowledge. Ampersand Leasing One is a joint venture between Rolls Royce & Partners Finance and Reichmuth, a Swiss investment bank which purchased a portfolio of aircraft engines leased to leading international airlines. Peter was instrumental in the set up of these UK entities and an Executive Director on the board of both Ampersand Leasing One and the Topco, Hyphen Holdings.

An Executive Director and Member of the Aerospace Executive, recruited to increase the division’s value proposition through building an integrated range of risk, industry and management consulting services. Peter also managed and developed Global Aviation’s research and marketing team. He designed and delivered new services targeting airports, aircraft maintenance providers, airlines and lessors; creating new revenue streams. He successfully launched and grew the aircraft leasing advisory services, managing transaction and portfolio risk. A key member of major sales campaigns, presenting the division’s capability to international corporations. Extensive international travel, leading a broad range of high profile due diligence, risk and management consulting assignments.

Initially joined as an Aviation Loss Adjuster, retained by Lloyds and other leading underwriters to advise, manage and negotiate the settlement of large international aviation claims involving airlines, MROs, airports and ground handling companies.Subsequently asked to create and lead a new technical consulting business providing a range of risk and technical consulting services targeting airlines, investors, lessors and aviation insurers. Created a new strategy and rapidly grew the business recruiting additional consultants and forming a pool of core contractors to increase capability and margins. Acted as expert witness for aviation financiers during major litigation. Managed aircraft inspections: pre-purchase, mid-lease and assessment for valuation. Retained by major banks and investors to lead technical due diligence during the acquisition of aircraft operators, manufacturers, component workshops, maintenance providers and leasing organisations. Led technical audits and risk assessments of airlines and operators for major petroleum and mining interests. Clients included BAe Systems, Morgan Stanley and Bank of America.

Production Group Leader at British Airways’ aircraft heavy maintenance facility in Cardiff, responsible for delivering 1,000,000 hours of aircraft heavy maintenance and technical services per year. This included the associated workshops, supported by a team of Technical Managers and Team Leaders; he managed some of the largest maintenance checks in the world. Peter has a detailed understanding of maintenance practices, planning, costing and the various EASA and FAA technical regulatory requirements.

Initially joining as Senior Licenced Aircraft Engineer, he was subsequently promoted to Aircraft Leasing Coordinator. The role involved surveying and selecting aircraft, negotiating with Lessors and Suppliers and managing aircraft transitions for both wet and operating lease structures.
