    Burim AHMETAJ as Chief Executive Officer at the Central Election Commission, has lead the Secretariat and manage overall operations. As Chief Executive Officer of the Central Election Commission (CEC), he has led the Secretariat and managed overall operations. As CEO, he is responsible for overseeing all operations and acting as the primary point of communication between the CEC board and the Secretariat. He organizes the agenda for CEC meetings, participates in those meetings, and reports to the CEC on all tasks, including election processes, projects, budgets, and human resources.In addition to overseeing election and regular processes, he has developed and implemented annual work plans, the CEC strategy for 2023-2026, operational plan, periodic and annual reports, and managed the preparation and execution of election-related projects. He has coordinated inter-departmental collaboration, ensured compliance with legal and regulatory requirements, supervised budget planning and resource allocation, and led staff recruitment and development initiatives. Furthermore, he has facilitated stakeholder engagement, strengthened partnerships with international organizations, and provided strategic advice on the digitalization and modernization of election processes.As CEO of the CEC Secretariat, he is responsible for the overall administration and leadership of the Secretariat, ensuring the implementation of all entrusted functions. He provides impartial guidance and advice to the CEC and manages the Secretariat’s human and financial resources effectively and efficiently, while also overseeing projects.Since 2020, as Chief Executive Officer, he has managed one local election process, one extraordinary parliamentary election process, and two mayoral election processes.As CEO, he was also responsible for drafting and implementing the CEC strategy for 2023-2026, the annual CEC work plan, and the promotion and digitization of election processes.

    Count and Results Centre ManagerAs the Manager of the Counting and Results Center (C&RC), I held significant responsibilities to ensure that every aspect of counting and processing election results was conducted according to the highest standards of transparency, efficiency, effectiveness, and accuracy. This involved coordinating staff, overseeing workflow, and managing resources to ensure each phase of the count was completed both efficiently and fairly.In managing the C&RC project, I handled multiple areas, including project preparation such as budget estimation, human resources planning, work plan development, timelines, technical specifications for goods and services, drafting C&RC procedures, staff engagement plans, Staffing table, workflow table, staff training, writing Terms of Reference, as well as creating other logistical plans. Since 2009, after each election, I managed the process of returning the facility to its previous state by documenting inventory and equipment. In every election cycle from 2009 to 2021—except for 2018—the C&RC facility needed to be prepared and adapted from the beginning to support the election process, following all the aforementioned preparatory stages.My experience over the years contributed to strengthening the integrity of election processes, with particular emphasis on staff training, logistics organization, and swiftly addressing challenges that arose during the process. In addition to managing the C&RC, he designed and managed the tabulation and real-time announcement of preliminary results, including budget planning, human resources, operational planning, staff allocation and training, and reporting of voter turnout and preliminary results by political party and polling station at the national level, ensuring real-time publication.

    Decentralized Results and Tally AdvisorEmployed by UNDP as the Decentralized Results and Tally Advisor, supporting the Electoral Cycle in Sierra Leone from 2011 to 2014, specifically from October 15 to December 15, 2012. In this role, I provided support and worked in partnership with Sierra Leone’s National Electoral Commission (NEC), in alignment with UNDP rules and regulations, specifically collaborating with the NEC Planning Cell and Directors of Operations and IT Departments.As the UNDP Decentralized Results and Tally Advisor, I advised on all aspects of planning and implementing the decentralized results operation, from intake to completion at the Regional Tally Center. My responsibilities included drafting count and tally procedures, developing training modules for NEC staff—also applicable for political parties, observers, and other stakeholders to familiarize them with the new decentralized counting and tallying system. Additionally, I supported and developed the decentralized count and tally processes for the 2012 Presidential, Parliamentary, and Local Elections, making recommendations on operational issues, conducting needs and risk assessments, and developing data security protocols.In this role, I demonstrated integrity by embodying the UN’s values and ethical standards, promoting the vision, mission, and strategic goals of UNDP. I displayed sensitivity and adaptability regarding cultural, gender, religion, race, nationality, and age differences, treating all people fairly without favoritism. My key responsibilities included leadership, technical support, procedures and training, planning and management, communication, and teamwork.
