Provide leadership and direction for enterprise IT Operations and Infrastructure projects and initiatives and develop annual objectives and key results for Dallas County’s Enterprise IT Operations. Direct an IT Operations team which provide Helpdesk, Desktop and Mainframe Services, IT Procurement, Telecommunications, and Network and Server Infrastructure and provide support for 8,000 end users and 30+ major remote sites and three remote data centers. Manage and directed operation teams of 58 full-time employees with a budget of more than $15 million.

Managing the daily activities and technical operation of IT employees; establishing standardization on all computer and electronic devices; evaluating new technologies for use within the City’s Information Systems; managing the telecommunication system; providing guidance for systems design and development; ensuring operations and reliability of all devices in a converged network; and providing disaster recovery planning and business continuity. Planning IT services and projects with other departments and agencies; assigning and monitoring projects and work efforts within the department; and assisting in the preparation of department’s budget.

Oversee all network system functions including data-center management, telecommunication systems, high-priority issue resolution, tier 3 support, and the daily operation and maintenance of the network infrastructure. Provide direction for the overall strategy for network technology evaluation and research, acquisitions and integration, allocation and management of resources, budgeting, business and technical planning and administration. Supervise all network systems projects’ lifecycle including feasibility, scoping, estimating, closing, risk assessment and mitigation, and fulfillment. Guide and direct a 6-member technical staff. Manage all aspects of personnel management and leadership of the network systems division in areas of interviewing, hiring, training, supervision, delegation, evaluation, and promotion recommendations. Notable Accomplishments:• Led the network systems team in creating the division’s strategic plan that correlates with the overall mission of the department and goals of the City.• Established policies and procedures to ensure conformance with department objectives. • Assisted the Project Management Office in developing project feasibility / management templates for the department.

Analyzes, designs, implements, monitors, and maintains enterprise gigabit data and voice network infrastructure comprised of Cisco routers, switches, firewalls, and other network devices. Knowledgeable in the various internet attacks/ exploits on network infrastructures and how to protect against them. Responsibilities include implementation, administration, diagnostic, updates, and maintenance of the Citrix Metaframe server farm. Coordinates with hardware/software vendors on installation, project management, maintenance and emergency response. Reviews technical documentation for new projects and presents solutions to meet new requirements. Provides secondary support for Windows enterprise servers, active directory, group policies, and Exchange 2003 Servers. Coordinated with previous Director and other IT personnel to balance and verify accuracy of computer replacement database to provide quarterly reports for budgeting purposes.Notable Accomplishments:• Designed and implemented the network infrastructure for the City’s Emergency Command vehicle with integrated Avaya Voice over IP, 802.11 a/b/g wireless, and public safety radio inter-ops.• Designed and implemented the citywide network infrastructure for the Advanced Traffic Management System over a licensed microwave ring.• Designed and integrated Avaya Voice over IP and related equipment within the existing data infrastructure and implemented quality of service policies.• Implemented plan to increase the City Internet visibility and reliability for ecommerce and web services while increasing security and scalability of the DMZ.• Developed a secure wide-area network utilizing wireless technology to maintain connectivity for public safety to facilitate secure mobile connections to the city’s network.• Developed and migrated LAN to an enterprise gigabit data and voice network infrastructure comprised of Cisco routers, switches, firewalls, and other network devices.
