Provided construction project and site management for on and off site work for grading, soil import, building pads, retaining walls, underground utilities, drainage systems, asphalt concrete paving, curb, gutter, sidewalk, landscape, street lights, parking lot lighting, striping, traffic signal and other components for nine acre Shops at Calimesa shopping center.

Managed start-up California operations for LandTek, LLC. The first California operations for LandTek were in Victorville, CA. Managed development and submittal of Specific Plan and related documents and land entitlement actions for a 2,400 unit, 440 acre housing development. Established local office and presence for LandTek. Developed an organization of builders, developers and other entities with projects in the area to allow them to work together to solve area-wide issues and problems that affected the projects.

Butch was responsible for the town’s transportation, drainage and other infrastructure for a town with a population of 75,000 people and an area of 78 square miles. He managed construction and maintenance for roads, drainage and other public facilities, and engineering review of new town and private development projects in the town.

In his Navy Civil Engineer Corps career Butch managed the manufacture, factory testing, delivery and installation of $30 million of equipment for a major utility plant at the Puget Sound Naval Shipyard. Items included coal-fired steam generators, flue gas cleaning equipment, diesel electric generators, air compressors and other equipment. He was the Safety Officer and the Officer in Charge of start-up. He served as Asst. Public Works Officer, Naval Air Station Adak AK, responsible for all public works facilities supporting a 6,000 person city and Naval Air Station on a remote Aleutian Island. Butch was the first Environmental Officer there, developing policies and procedures to bring the Air Station established in 1941 into compliance with current laws. He was the Environmental Officer at Naval Facilities Engineering Command NW in Poulsbo, WA. Duties included serving on the selection board for a $500 million Remedial Action Contract to clean up the environmental contamination created on US Navy facilities during the previous 120 years. Butch was selected to the Admiral’s staff supporting a five state region to consolidate groups from multiple commands into a regional organization which included public works, real property, shore facilities management and infrastructure organizations. After success in massive reorganization effort, Butch went to California to be the Technical Representative for the Navy Public Works Centers for development of a Management Information System (MIS) for use by all of the Navy Public Works Centers, a $10 million per year software development project. His last Naval duty station was serving on the Admiral’s staff supporting Navy operations and facilities in CA, AZ, NV and NM. Butch served as the Staff Engineer for the Support Services Department which managed about $4 billion worth of family housing, bachelor housing, Morale, Welfare and Recreation facilities, Family Service Centers and galleys for the region.
