I am currently leading the implementation team for a cooperative agreement between the Council on Licensure, Enforcement and Regulation (CLEAR) and the Appraisal Subcommittee of the Federal Financial Institutions Examination Council (ASC). This three-year grant includes over a million dollars of funding to address four public policy needs related to the home appraisal profession: 1. Addressing issues of diversity, equity, and inclusion for the appraisal profession, in the hopes of addressing systemic bias issues that impact on home ownership rates for people of color2. Improving the training and technical assistance delivered to appraiser regulators nationwide3. Conducting an industry census of the appraiser profession to better understand demographics and apprenticeship challenges, addressing barriers to entry for the profession4. Overseeing fundamental legal and policy reviews of the standards and qualifications of the appraisal profession, with an eye toward reducing bias and improving equity

Byerman Solutions Group provides strategic communications, government relations, project management, and management consulting services to a wide variety of clients in Nevada and Kentucky. This consultancy has been active during two periods of time: 2001-2007 and 2019-Present. Clients included North Dakota Department of Commerce/ Council on Licensure Enforcement, and Regulation, CMI Consulting, MGM Resorts International, Candlelighters for Childhood Cancer, Tahoe Regional Planning Agency, Wiseguys.com, Washoe Community Asthma Coalition, Washoe County Regional Transportation Commission, and the Washoe County District Board of Health.• For the North Dakota Department of Commerce, working in collaboration with the Council on Licensure, Enforcement and Regulation (CLEAR), conducted an analysis of the employment licensing environment, managed two surveys of North Dakota governmental agencies, and served as lead author of a comprehensive (100+ page) study providing recommendations for modernization and reform.• For CMI Consulting in Lexington, a focus on Human Resources consulting, particularly on organizational management and employee performance.• For MGM Mirage, provided speechwriting services for senior executives.• Provided non-profit management services for two clients in turnaround situations, assisting the organizations during periods of transition. • Provided negotiations management services for the Tahoe Regional Planning Agency, brokering discussions on visual magnitude regulations being promulgated by the agency.• Conducted extensive written analyses for several clients, including the Washoe County Regional Transportation Commission and Wiseguys.com. Produced comprehensive (100+ page) reports proposing business and program development initiatives.

Oversaw all nonpartisan staff for the Kentucky Legislature. Accountable to the 16-member Legislative Research Commission, comprised of Senate and House Leadership from both the Republican and Democratic Parties. Oversight of a large state agency with nearly 400 full-time employees and a $70.3 million annual budget. (Note: term as Director ended 9/30/18. Served as Advisor to Speaker and President during transitional period from 10/1/18-1/31/19. LRC service ended effective 2/1/19.)

Elected to two two-year terms as Chief Executive Officer and Parliamentarian of the Senate. Responsible for oversight of 90 nonpartsian staff and a $21.5 million annual budget.• Extensive public speaking and communications, representing the office with dignitaries and via social media. @NVSecSenate attracted over 2,100 followers and became a resource for real-time legislative information.• Effectively supervised and fulfilled administrative goals, including production of a daily journal of Senate actions, tracking and management of over 1,000 bills and resolutions per session, and the efficient operation of the Senate in an extremely time-sensitive and high-pressure professional environment.Innovations and Senate Programs:uLegislate: a scripted legislative simulation that attracted over 800 participants (from fifth grade students to adult business leaders). SENarts: a public/private partnership that included a rotating art show, new exhibits, arts competitions, public events, and a campaign to grow the Senate’s art collection.Channel 21: a new public information resource that delivered compelling, informative content to constituents as they visit and interact with the Senate.Nevada Youth Legislature: an award-winning leadership development program for high school students, appointed by Senators to represent the youth of Nevada.Achievements:Winner, Kevin B.
