•Responsible for bringing a project from concept through design, permitting, and finally to bidding for construction. • Development of project scope with park managers, biologists, Bureau Chiefs, and professional engineers and architects. • Develop construction estimates. If the estimate is not within the project budget, value engineering is implemented to ensure the project will meet the budget. • Negotiate directly with architectural and engineering firms to develop the design and permitting contract. • Develop and manage Task Assignments (TA), Purchase Orders (PO), and Change Orders (CO) as required per project. • Evaluate and score Request for Statements of Qualifications (RFSOQ) on projects over $2mm, as required. • Participate in Park Planning meetings for new projects in State Parks, providing invaluable information pertaining to the design and construction of feasible structures and locations, allowing Park Planning to make informed decisions for new conceptual projects. • Review invoices for accuracy and to confirm that all deliverables have been received prior to processing. • Provide meaningful and accurate project updates as needed and on a scheduled basis to all stakeholders.  • Assist and participate in permitting requirements, including meetings with local permitting agencies (FDEP, USACE, WMD, DOH, State Fire Marshal, City Council, etc.) • Review plans and specifications to ensure all department standards are met, as well as comply with all governmental regulations. • Preparing documents for bidding and ensure all Florida Statutes are met. • Conduct onsite inspection meetings throughout the design phase to ensure accuracy, as well as conduct onsite construction inspection meetings. • In conjunction with the construction project manager, perform Substantial Completion (SC) and Final Completion (FC) inspection meetings prior to the contractor submitting for the Certificate of Occupancy (CO).
