For more than 25 years, Dr. Caitlin Howley has provided research, program evaluation, and technical assistance services to improve the life chances of young people and the effectiveness of programs that serve them. Her specializations include rural education, Appalachian studies, broadening participation in STEM, college access and success, and agency and evaluation capacity building. Howley currently leads ICF's portfolio of youth and adult education projects.Howley has co-directed several regional Comprehensive Centers and played leadership roles in evaluations of projects supported by the National Science Foundation, GEAR UP, the Appalachian Regional Commission, and the Children's Bureau. In earlier roles, she conducted research for Regional Educational Laboratories and directed evaluation for the Appalachia Eisenhower Regional Consortium for Mathematics and Science Education.
