Manager for a six-member COMSEC team. Directly reported to the National Security Agency (NSA) for the accounting, handling, and safeguarding of over 10K physical and electronic cryptographic line items. An integral part of L3Harris' Broadband Communications Systems (BCS) facility supporting the production, repair, and engineering of secure and reliable communications gear for all DoD branches, partner nations, and US-based first responders.

Responsible for coordination between US Navy assets units and over 20 technical support organizations, to include Regional Maintenance Centers (RMC) and In-Service Engineering Activities (ISEA). Executes problem solving and information management skills to bring together technical experts to resolve major communications or information systems casualties on US Navy afloat platforms and ashore facilities across the globe. Efficiently prioritizes resources to quickly resolve equipment degradations so Navy assets can meet all objectives. Assigned as the Directorate’s Nuclear Command, Control and Communications (NC3) Officer.

Led the command’s Broadcast Control Authority (BCA) and Communications Department, the organization’s largest department. My department was composed of a cross section of personnel from various communities and occupational specialties, to include two civilian government contractors. With a team of nearly 40 personnel, we provided direct, secure and reliable communications and network connectivity to U.S. or Allied submarines deployed to the European or African Command theaters, an area from the mid-Atlantic Ocean through the Western Indian Ocean. Between this tour and the one prior, I managed or lead shore-based submarine communications for over half the globe.

Division Officer for Submarine Group Seven’s Broadcast Control Authority (BCA). Provided direct, secure and reliable communications and network connectivity to U.S. submarines deployed to the Western Pacific or Indian Ocean, an area covered from the International Date Line to the Suez Canal. Immediate supervisor to the over 70+ personnel Communications Department. Personnel assigned were from various communities and occupational specialties. Provided immediate oversight on all equipment maintenance, cryptographic functions and Information Assurance (IA) and met all actions and administrative requirements. Filled the roles for the command’s Security Manager and Operations Security (OPSEC) Officer.

Assigned as Department Head of Submarine Squadron Eleven’s Communications Department. Responsible for the training, inspection and overall readiness of eight submarines in all areas of communications, information systems, cryptographic operations, as well as physical and operational security. Accomplishments include:- Successfully prepared submarine Communication Divisions for Western Pacific deployments.- Fully supported the Submarine Squadron staff for all communications and information technology requirements. - Coordinated with multiple organizations for efficient installation and testing of communications equipment and suites for all submarines. Specifically, heavily coordinated the first Common Submarine Radio Room (CSRR) installation and testing onboard a fast-attack submarine.- Flawlessly managed the billeting for the staff’s Communications Department and submarine Communications Divisions. Was able to identify and place key personnel in the correct jobs resulting in greater output for the organization.- Aggressively brought area organizations together to identify and resolve area-wide, shore-based communications outages.

Operational Test Director (OTD) for the Submarine Local Area Network (SubLAN) and KG-3X Modernization Programs of Record. The team lead assigned to conduct unbiased testing on U.S. Navy and Joint U.S. Air Force information system programs. Coordinated between fifteen differing organizations to independently asses whether the programs met design requirements. Upon testing completion a Chief of Naval Operations (CNO) level report was produced and made the recommendation whether the program was effective and suitable for naval units.

Sixteen years of submarine communications experience. During my years of enlisted service I completed tours of duty onboard two fast attack submarines (one east coast and one west coast). I was also hand picked for an assignment to the one-of-a-kind nuclear powered deep submergence unit Submarine NR-1. Over the course of these assignments I deployed to and successfully communicated in the Mediterranean Sea, North Atlantic and Western Pacific. I also completed two assignments to FBM Operational Test Support Unit TWO where I diversified my background through learning strategic submarine navigation and communications. During my enlisted years the major roles I fulfilled included Electronic Key Management System (EKMS) Manager three times, Leading Petty Officer (LPO) twice, and Leading Chief Petty Officer (LCPO).
