Responsible for day-to-day management of the Afghanistan Security Forces Fund, a unique congressional appropriation for U.S. Overseas Contingency Operations. Managed a staff of 16 civilian and military personnel in coordination with Army Colonel and Air Force Lt. Col. Responsible for responding to annual audits and congressional inquiries, coordination of budget aspects of pseudo-Foreign Military Sales, and daily funds management for a roughly $6 billion account with two year period of availability. Managed some financial aspects of a major organizational transition from “security transition” to “security cooperation”, including revising standard operating procedure and, later, developing technical solutions to vendor payment challenges following the collapse of the Government of the Islamic Republic of Afghanistan.
