About Camila Santos

With 9 years of experience in policy-oriented and evidence-based research in international development cooperation, I have successfully navigated diverse arenas, from academia to policy-focused environments. Since 2017, I have worked as an independent and contracted consultant, evaluating programs and projects within this field. Additionally, I have taught at both undergraduate and graduate levels (stricto sensu), contributing to the academic community. In 2022, I was appointed as the Local Diplomacy Advisor for International Relations and Cooperation at the Mayor's Office in Rio de Janeiro. As of June 2024, I serve as a UNDP Consultant, on assignment to the Brazilian Foreign Affairs Ministry, where I work as a G20 Thematic Group Analyst at the General Coordination of G20 Brazil (MRE/CGG20). Over the years, I have become more and more passionate about the practical field and its challenge in finding solutions. I am fascinated by learning from those who promote concrete changes in society. For this reason, I believe that development is a constant learning process, and building knowledge that is actionable and accessible to everyone should be the way forward.

    To prepare the assessment study “Piloting the Voluntary Guidelines for Triangular Cooperation - Country Studies: Colombia, Indonesia and South Africa”, together with Prof. Paulo Esteves (lead researcher) to the Global Partnership for Effective Development Co-operation (GPEDC). This work provided knowledge products to GPEDC’s Action Area 2.2 (Triangular Co-operation for Sustainable Development) and was funded by the Department of Global Affairs (GAC), Govt of Canada. The final products consisted of three country-case studies departing from triangular cooperation programs and projects in Colombia (under the topic of Eradicating Female Genital Mutilation), Indonesia (Capacity Development for Poverty Reduction in Rural Areas) and South Africa (Science and Innovation and Regional Entrepreneurship); besides a roadmap for mainstreaming the GPEDC Voluntary Guidelines. Main activities included: 1. Development of assessment instruments such as evidence matrix and interview script;2. Collection, systematization and analysis of general documentation on the case studies' programs and projects; 3. Coordination of a small team of research assistants (3 in total);4. Participation in meetings between the assessment team and funders; 5. Scheduling and conducting interviews with focal points from executing agencies and partner countries; 6. Management of contacts with evaluation focal points, in order to clarify doubts and make course corrections when necessary; 7. Elaboration of the case study reports; 8. Provision of analytical inputs for the main evaluation results (project and final reports, and roadmap).
