As Manager of Kwantlen Polytechnic University's Office of Emergency Planning's (OEP), my role was to lead the development of emergency plans, systems, strategies, exercises and other programs to maximize the response goals and priorities during an emergency event or disaster situation. The OEP and Emergency Program was developed to address each stage in the emergency management cycle.During an emergency event, my office coordinated the response and in some cases activate the Comprehensive Emergency Management Plan and Emergency Operations Centre. We also worked with our municipal Emergency planning departments with respect to mutual aid and planning best practises.

Operational Readiness And Response, E Division Headquarters

Responsible for development of the divisional mobilization plan for RCMP policing resources in the lower mainland for post disaster responses. Additionally, coordinated and evaluated divisional operational response for Operational Coastal Response in Port Alberni, June 2016 which replicated a 9.0 earthquake of the pacific coast in a live exercise.

Richmond Detachment

Cam was the Client Services Manager for the Richmond RCMP responsible for ensuring that the Richmond RCMP and by association the Force, in general, are viewed positively by clients, stakeholders, partners, including other law enforcement agencies. In addition to these duties, he provided the liaison between the Richmond Detachment Leadership Team and General Duty Watches on matters regarding E-Comm, Richmond General Hospital, Sheriff's Office etc and any concerns with these agencies. Another important component of this position was to provide support to the OIC Richmond Operations on a myriad of issues e.g., cell block operations, diversity issues, Event planning and related operational support in the City of Richmond and Standard Operating Procedures with community partners. Cam oversaw the delivery of Media Relations, Mental Health Coordination and Domestic Violence portfolios.

Richmond, British Columbia

Cam was recruited to the Vancouver 2010 Integrated Security Unit in the spring of 2007 where he remained until the conclusion of the Games. As lead aviation planner, Cam was responsible for the airspace design in one of the most complex airspaces in North America which included the access and egress procedures for controlled or restricted airspace. Cam led the Federal Aviation Technical Working Group (FATWG) which was the multi-agency committee responsible for the execution of aviation plan and included; NORAD, FAA, Transport Canada, NAVCANADA, CBSA, and CATSA. While in the midst of planning the 2010 Olympic Games, Cam was brought to Ontario by the planning team responsible for security for the 2010 G8-G20 Summits. Cam managed both portfolios concurrently. The two events’ airspace defense plans received accolades for the successful execution of the operational plans with minimal airspace incursions.
