About Paul Campbell

Silos drive me crazy. Decades of experience across four interconnected sectors – business, government, law, and academia have taught me the importance of ecosystem leadership; and how networks of organizations across different industries and sectors create and capture value. I started my career as a federal agent before working as a prosecutor and in private practice representing businesses as a partner at DLA Piper. To build my business experience, I earned my MBA at Kellogg and became the chief administrative officer for the State of Illinois. We reorganized government and built cross-sector partnerships to institutionalize private-sector best practices into its operations. In 2007, I returned to the private sector with UnitedHealthcare in a strategy role for its government business. I learned firsthand how the ACA and related reforms changed incentives for market players and led to new business models. I also worked as a senior fellow at the University of Pennsylvania (2013-2021), taught as an adjunct professor at Kellogg (2017-2019), and in 2019 joined the faculty full-time and serve as director of Kellogg’s healthcare program. As a professor and director at Kellogg, I’ve broadened my aperture to teach about an ever-increasingly complex system of interconnected yet diverse firms, including health systems, technology firms, insurance companies, pharmaceuticals, devices, startups, private equity, community-based organizations, and new disruptive entrants from outside the sector – all operating within layers of government regulation. Competing interests among these stakeholders and misaligned incentives are at the root of industry challenges. Deming said, “A bad system will beat a good person every time.” No single solution will fix the healthcare system because no one problem is causing the dysfunction. Change agents in the current system must create transition strategies to new structures and a new ecosystem. Home runs won’t win this game, we need steady singles and doubles. Despite the challenges, I remain an optimist without illusions. We teach Kellogg students to understand the entire healthcare ecosystem and how to align incentives within business models to integrate the patient journey across the value chain. New business models − and government policies – are redesigning the trajectory of healthcare delivery. This value creation will, over time, change the healthcare industry and provide more equitable and higher-quality care. My career working across different industries and sectors helps me see past the silos and remain optimistic.
