CdeBaca founded Project VOYCE following the controversial closure of an inner-city high school in Denver that served a 100% low-income and majority-minority community. Project’s VOYCE’s goal is to create change in education and add value at individual, project and systems levels via leadership development, action research, and community partnerships. CdeBaca led organizational infrastructure development efforts and fundraising efforts for a $225K annual operating budget; recruited and selected staff; hired over 25 youth leaders within a year; recruited a 10-member founding board of directors; developed tools and methods for program evaluation; established over 40 community partnerships (local and national); and created and implemented leadership development workshops & trainings. Currently she serves as on the organization's board of directors.

In this role, she ensured that students with disabilities were provided Free Appropriate Public Education (FAPE) by monitoring the local and federal compliance of nonpublic day schools.

Compliance & Resolution Specialist supported team efforts to achieve a long-time goal of 90+ percent timeliness in administration of due process hearings. In July 2011, United States District Court for the District of Columbia released the District from a portion of a 2006 consent decree in Blackman v. the District of Columbia, recognizing that the District, and compliance team in particular, had achieved 90 percent timeliness compliance with respect to the investigation and resolution of due process complaints; monitoring and timely implementation of hearing officer decisions and settlement agreements; and development of quality compensatory education plans.

CPL’s DC New Leaders Internship Program brings young people from underrepresented communities across the country with a demonstrated passion for progressive change to Washington D.C. every summer for paid, on-the-job experience in a top progressive organization, leadership training, coaching, networking and community building. Cdebaca was selected a one of 40 interns selected from among 1,450 students; participated in weekly trainings on community organizing, political messaging, and civic leadership; hired as full-time staff by internship host agency at the conclusion of internship. She was featured in New Leaders podcast, grassroots educational organizing episode.The New Leaders Fellowship is a six-month part-time leadership and professional development program that provides young progressives who are working for social change with the opportunity to strengthen their leadership skills and deepen their networks in the progressive movement. CdeBaca participated in training, coaching, project based work, networking and mentoring as a Fellow.

Supported Center’s effort to provide programming and support for advancing inclusiveness throughout DU by leading the expansion of DU’s Excelling Leaders Institute. Expanded ELI as a compositional diversity initiative and a single year freshman transition program with a 17-student cohort that under my direction morphed into a 4-year leadership and support program for students of color. ELI currently serves over 100 leaders on campus with a 100% degree completion rate for all participants. Led and developed all aspects of program’s development including: strategic planning, curriculum development, student identification and selection, program evaluation, student and staff training. Supervised a staff of ten.

The Center’s purpose is to provide culturally and linguistically responsive 24-hour crisis intervention and to develop and provide services not currently being offered, such as trauma recovery counseling, crisis intervention, case management, support groups, emergency financial assistance, advocacy and information and referral. CdeBaca was able to contribute to the Center's mission in several ways as a Hotline Counselor; an Immigration Clinic Counselor where she compiled evidence for immigration cases of immigrant victims of domestic violence who qualified under VAWA for visas; aChildren & Families Counselor where she facilitated a ten-week youth support group for middle school-aged girls who were victims of crime.

Policy Fellow contributed to the policy research that was made available to legislators across the nation supporting implementation and expansion of ENLACE national policy initiative. "In 1997, the W.K. Kellogg Foundation created a national education initiative, ENLACE (pronounced en-LAH-say), ENgaging LAtino Communities for Education. Its goal is to increase access and success in higher education for Latino students and their families.The $30 million investment in ENLACE by the Kellogg Foundation forged connections between systems and thereby improved students’ education possibilities, with a focus on the Latino community. The ENLACE approach promote intersegmental and community partnerships as the vehicle for change."
