2001 yılında Marmara Üniversitesi Hukuk Fakültesi‘nden mezun oldu. Yüksek Lisansını Almanya’da 2006- 2008 yılları arasında Georg-August Üniversitesi Hukuk Fakültesi, Göttingen’de tamamladı. Aynı üniversitede Bilgi Toplumu Direktifi’nin Türkiye’de ve Almanya’da Hayata Geçirilmesi konulu Tezi ile özel hukuk doktorasını aldı. 2014 yılında Doktor Öğretim Üyesi olan Topal aynı zamanda Arabulucudur ve halen Doğuş Üniversitesi Hukuk Fakültesi Ticaret Hukuku Ana Bilim Dalı'nda görev yapmaktadır. Uzmanlık alanları içerisinde Ticaret Hukuku, Bilişim Hukuku, Kişisel Verilerin Korunması Hukuku, Arabuluculuk Hukuku ve Telif Hakları bulunmaktadır. Topal, lisans ve yüksek lisans düzeyinde Şirketler Hukuku, Fikri Mülkiyet Hukuku, Bilgi Teknolojileri Hukuku, Alternatif Uyuşmazlık Çözüm Yolları ve Rekabet Hukuku derslerini ile Kişisel Verilerin Korunması, Bilirkişilik ve Arabuluculuk eğitimleri vermektedir.
