Capt. M. Jamil Akhtar Khan started his career as a Deck Cadet in the Merchant Navy having obtained his academic education from Cadet College Hasan Abdal and thereafter graduating and passing out from Pakistan Marine Academy with Distinction. Capt. Jamil progressively rose to the position of Captain after qualifying as Master Mariner and commanded various ships of PNSC before stepping in the insurance arena. Serving in senior positions in reputable general insurance companies, both local as well as foreign, he was actively involved in all the key operational aspects like formulating the companies’ Business Strategy Plans as well as other sensitive areas of the companies’ country-wide operations. In this duration, he also acquired the highest insurance qualification of ACII (U.K.) achieving ‘Distinction’ in the subject ‘Marine Insurance & World Trade’. In May 2004, Capt. Jamil took up a challenging role of setting up the First Takaful Company of Pakistan being the key insurance person designated as ‘Head of Operations’ of that company. He represented the company on various international Takaful forums and contributed positively towards finalization of the legal framework for Takaful in Pakistan that eventually culminated in the form of Takaful Rules – 2005. Capt. Jamil then set up the second Takaful company in the country by the name 'Takaful Pakistan Limited' of which he has been the founding CEO/MD. His recent position was that of Managing Director of 'The Universal Insurance Co. Ltd.' based in its head office in Lahore. Capt. Head Of OperationsPak Kuwait Takaful Company Ltd May 2004 - Dec 2005This was a key challenging role where I had been entrusted the task of overcoming the ‘teething issues’ of the emerging company, negotiating with prospective equity partners, consultants, technical partners, Shariah Consultants and international Reinsurers and devising the Business Strategy and marketing plans.I formed a core team of professionals to run the various departments and ensured successful formulation of the supporting I.T. systems (neared completion by end-December 2005), drafting of insurance documents, procedures’ manual, negotiating and finalising ReTakaful Treaties and gearing up for the commencement of operations. The ‘Takaful Rules 2005’ were notified in September 2005, which duly incorporate my several suggestions/amendments since I was a member of the Rules’ Finalisation Committee formed by the SECP and the Ministry of Commerce. The Business Strategy & Marketing Plans for the Company were devised and developed by me and duly approved by the Board.I was also involved with the Insurance Regulators, the SECP as well as the Ministry of Commerce as an active member of their Rules’ Finalisation Committee for the finalisation of Takaful Legal Framework in Pakistan. These efforts bore fruit and TAKAFUL RULES 2005 were notified in September 2005 that provide the Legal Framework for the licensing and operations of Takaful companies in the country. -
Senior Vice President (Operations)New Jubilee Insurance Aug 2000 - May 2004In this role, I was Involved in the R/I treaty and renewal negotiations with prestigious Reinsurance companies including SwissRe, KoreanRe, ZurichRe, Sumitomo, ARIG, etc. as well as worked as liaison with the R/I brokers at Lloyd’s for placing Facultative R/I covers for individual large risks.I also headed the Risk Management department and in this capacity was responsible to carry out regular surveys of large risks, formulate underwriting guidelines, ensure implementation and monitor compliance by the branches as well as the marketing staff. I was also entrusted the task to ensure successful implementation of our new computerised system integrating the Underwriting department with Claims, Reinsurance and Accounts.As an active member of the project team formed in the wake of the promulgation of the Insurance Ordinance 2000, I was entrusted the onerous task of analysing the impact of the various sections of the Ordinance pertaining to Underwriting, Reinsurance, Solvency Margins and Market Conduct. I formulated our strategy and prepared our recommendations to be incorporated in the Insurance Rules. These were duly forwarded to the I.A.P. for onward submission. I was also involved in negotiations with the ADB team working on finalisation of the Insurance Rules with the SECP.
