TechLink is specifically a Department of Defense (DoD) National level Partnership Intermediary (PI), and was established by the Office of the Secretary of Defense (OSD) in 1999 to provide direct Technology Transfer support to all Air Force, Army, Navy, and independent DoD Research Laboratories. TechLink is funded by congressional appropriations through the Air Force.
