Carl Cooper is a Tactical Incident Commander and is an expert in the field of incident management. His operational and tactical experience has been honed over the past 19 years. With a proven ability to lead and coordinate teams in high-pressure situations.After gaining experience following several years on front line ambulances, Carl moved onto working on the Hazardous Area Response Team (HART) and became a team leader. Attending numerous significant incidents and working as part of a team, to take the care to patients who were in a hazardous environment. HART training further developed his knowledge, skills, and resilience to respond to mass casualty scenarios. Whilst at HART, Carl led the development and implementation of the swift water rescue technician course (DEFRA level 3) within his unit. Alongside teaching the Specialist Operational Response Team (SORT).He then became an Operational Manger, further developing his experience in man management and incident command and control. He’s now a Tactical Incident Commander, responsible and accountable for the delivery of tactical level command at major/complex incidents or events whilst working shifts on the responder car. This is a dual role, and the other half of his shifts are spent in the control room, accountable for the delivery of the Tactical Command Cell.Carl has completed numerous courses and is qualified as a National Inter-agency Liaison Officer (NILO), Radiation Protection Supervisor (RPS), Management of water and Flood Incidents (DEFRA level 5), CBRN Tactical and Strategic, MSc in Emergency Planning, Resilience and Response (Distinction), JESIP, NARU operational and tactical courses, multi-agency strategic course (MASC) and Multi-agency gold incident command (MAGIC)Carl has also reinvigorated a regional MTA working group which aims to share information and learning with its members and promote joint training and exercising. To provide an assurance that the latest MTA JOPS Edition, is imbedded across his response region. This has resulted in numerous project work being undertaken and an innovative control room exercise called “impertior”. He also assists in delivering his trusts, in house annual commanders update and planning exercises.Prior to working in the emergency services, Carl served in the British Army with the 2nd Battalion the Parachute Regiment. Serving on operational deployments to Northern Ireland, Macedonia, Iraq, and Afghanistan.Carl is also a member of the Security Institute.
