Serves as a Defensive Cyberspace Operations manager in the European Command (EUCOM) Joint Cyber Center (JCC), Operations, protecting U.S. cyberspace interests within the European Area of Service. Overall responsibilities encompass Command and Control over two Cyber Protection Teams (CPT), four Combat Mission Teams, and daily interactions with Defense Information Systems Agency (DISA). Oversees theater-wide incident management (incident reporting, forensics and implementing defense mechanisms), operational assessments, deliberate / crisis action planning, and cyberspace threat operations reporting.

Synchronizes the efforts of 100 military and 20 civilians to deliver Command & Control, Communications, Computer, Intelligence Surveillance & Reconnaissance (C4ISR) services to 40 sites in 6 countries over 2 continents to meet requirements of 3 DoD Combatant Commands. Directs the daily operation, maintenance, and defense of significant portions of global C4ISR enterprises including the Air Force Joint Worldwide Intelligence Communications System (AFJWICS), the Global Command and Control System Joint (GCCS-J), and the United States Battlefield Information Collection and Exploitation Systems (US BICES). Coordinates with MAJCOM directorates, Program Management Offices (PMO), the Defense Intelligence Agency (DIA) and Defense Information Systems Agency (DISA) to ensure system availability, reliability, and security. Provides direct support to Distributed Common Ground System (DCGS) and Air Operations Center (AOC) weapon systems.Success: Selected as Europe’s Top Senior Enlisted Cyberspace Support Professional for 2017. Matured the European Partnership Integration Enterprise (EPIE) coalition ISR sharing platform from a limited capability demonstration framework to a robust, reliable, and fully operational on-demand capability. Migrated $1.5M systems into a federally registered data center. Built system accreditation and support plans. Established a theater intelligence network operations center, centralizing command and control functions for 10 intelligence networks & systems.

Duties, Accomplishments and Related Skills: - Planned & executed the Air Forces Cyberspace Engineering & Installation program for 10 Wings across Europe and Africa. Prepared, prioritized & defended 87 cyberspace plans & projects at the the Air Force level board, resulting in the funding of $9.5M for 19 project to modernize DoD’s $21B cyber infrastructure. Coordinated with DoD agencies & staff organizations to direct execution of base drawdown, closure and beddown plans. Led Air Control Squadron cyber site activation task force (SATAF) for Aviano Air Base, resulting in the first European Infrastructure Consolidation action.Success: Teamed with U.S. AFRICOM to develop enduring communications plan for 3 tactical locations on the African continent. Ran acquisition and fielding for a $2M commercial KU-band satellite terminal and associated $600K field support contract to a forward deployed remotely piloted aircraft (RPA) base. Performed 2 site surveys resulting in the creation of a three site tactical architecture plan. Authored the command’s FY 2016 Horn of Africa (HOA) overseas contingency operations (OCO) program objective memorandum (POM) input. Received $15.4M in funds to support cyber infrastructure through extensive collaboration with HQ Air Force program managers.

Duties, Accomplishments and Related Skills: Advised A6 Director on personnel, training, utilization and readiness of 2.5K Cyberspace Support Airmen in 10 countries. Directed allocation/manpower requirements for 42 duty locations; develops strategic policy for command force development. Oversaw deployment posturing and readiness of personnel supporting contingencies/exercises across three Combatant Commands (CCMDs). Overhauled assignment requirements for inbound cyber support personnel to ensure field units received trained/qualified personnel. Resulted in the pre-identification of en-route training opportunities, and generating a $126K travel savings yearly. Prepared over 200 position papers, presentations, and briefs for senior leaders.Success: Selected as the Headquarter Staff’s Top Senior Enlisted Cyberspace Support Professional for 2013. Authored the command’s IT service desk transformation plan to mitigate risks and customer service challenges in support of pending Air Force level concept of operations change.

Engineered hot standby capability Link-16/Link-11 processing equipment. Reduced emergency cutover time from 3 hours to 5 minutes, resulting in zero air track loss during a system outage. Championed in theater SATCOM radio depot support capability. Negated 6 month turn-around time for stateside support, reduced equipment repair to 2-weeks.Success: Selected as Distinguished Graduate at the AOC’s Data Link Interface Control Officer course. Engineered and installed 6 Air to Ground SATCOM entry points for in-flight aircraft. Expanded real-time pilot to planner C2 collaboration to 4 airframes, averted $300M aircraft retrofit.

Led 20 person shop responsible for engineering and executing employment of tactical voice &data networks to include, Promina multiplexers, Cisco network infrastructure, Sidewinder firewalls, MS exchange. Established remote communications site supporting 75 users in Kandahar, Afghanistan after six months of planning. Established Cisco WAN links via military SATCOM, two distro routers, ten access switches, seven VLANS, two MS domain controllers/exchange servers, 2 microwave links, 3K feet copper/fiber optic cable.

Led 20 person shop managing operations & maintenance of $15M network, supporting 1.3Kcustomers across the Republic of Korea. Led 3 month project to document 800 optical cables within host nation facilities. Deployed SATCOM terminal for joint U.S./Korean exercise - established up/downlink and router services for NSA Top Secret network.

Provided communication support for U.S. Secret Service for 11 protective detail missions.Coordinated/implemented radio coverage between local & federal law enforcement for the internment of President Ronald Reagan. Established Air Force's first thin-client live test - Installed & configured Citrix/terminal services supporting 3 clients at a deployed site in Southwest Asia.
