Coordinated and answered 4 Unsatisfactory Reports providing DoD and DOE level clarification to joint nuclear safety and firefighting guidance. Authored and coordinated 12 DoD/DOE Joint Nuclear Publication System (JNWPS) Changes to nuclear safety and firefighting guidance. Oversaw coordination of two URs and 16 changes to joint response technical publications. Participate in Nuclear Project Officers Groups (NPOG), Meetings (NPOM) and subgroups to monitor nuclear weapons life cycles in support of role as TA to OSD/JS voting member of the NWSSG. Expertise sought by name for mastery of the USAF and USN Nuclear Surety Program that governs organizations associated with nuclear weapons operations, maintenance and support, knowledge of the 91-AFIs and 8110 USN manuals, USAF Pamphlets and AFOSH Standards and knowledge of all nuclear surety policies. Evaluated the design of the USAF Weapons Storage Area of the Future concept of operations for handling, storing, transporting maintaining, and retrofitting of nuclear weapons/munitions developed four recommendations with the Nuclear Weapons System Safety Group (NWSSG) to enhance nuclear safety and occupational health during the design phase which were included in facility requirements in order to control or eliminate hazards. Developed an innovative methodology to perform site surveys and evaluation of the plutonium storage limits of all DoD storagefacilities inside the continental United States to recommend revised storage limits to OSD. Coordinated and resolved three Unsatisfactory Reports which provided technical guidance to the Services by applying safety and occupation health laws DoD regulation principles and best practices. Personally requested by the AF to evaluate engineering design practices, standards, materials, and supporting utilities systems of the new Secure Transportable MaintenanceSystem to resolve nuclear and explosive safety concerns to reduce the frequency, severity and cost of an accident that could be mitigated by proper engineering. Authored and published five Joint Technical Publication changes in support of Navy and USAF weapons testing programs.. Provided seven recommendations to the OSD/NM handbook safety chapter clarifying and correcting information provided to senior leadership. Coordinated with NNSA in developing a plan to clarify propagation risk involving weapons containing conventional high explosives that eliminated unnecessary storage and transpiration restrictions.
