In 1993 Carl Frederick Wright was the first DBE Business Enterprise Director for both the City of Spartanburg and the Spartanburg Regional Transit Agency (SPARTA)The City of Spartanburg was one of the first cities in SC to create a position to increase the amount of business that the City transacted with minority- and women-owned companies. He built the new post from the ground up, beginning with creating a database and publishing a listing of DBEs firms. Within a few years, the had achieved established City and Federal goals and began receiving recognition from outside sources for his dedication as well: The Area Chamber of Commerce presented Mr. Wright and his staff with their DBE Advocate of the Year award in 1996, 1998, and 2001, and in 2000, he and staff received the Public Sector Corporation of the Year award from the Carolina Minority Development Council on behalf of the City. He currently serves his 23 year with the City of Spartanburg as the Procurement and Risk Manager.In procurement; Wright is charged with insuring that the city adheres to Local, State and Federal procurement laws & regulations. He disseminates and receives bids for goods and services valued over $5,000. This is achieved via pre-bid conferences and public bid openings. The proper documentation and receipt of bids, purchase orders, and invoices are vital to achieving procurement compliance. In Risk Management; Wright monitors, reports claims, and advices the Staff on accidents, lawsuits and minor incidents. An extensive inventory of property is monitored, reviewed, and documented annually. Wright plays a major role in advising staff on the amount of coverage that is required to protect the city & it's assets.Carl Wright is a native of Norway, SC and attended SCSU where he obtained a B.S. Degree in Business Administration. He is married to Mrs. Ursula M. Wright and they have three boys; twins, Deven and Deitrich. Davison is the youngest of the three.
