Carla B. Monteiro is the Behavioral Health Director for Addiction Treatment Services at the Grayken Center for Addiction at Boston Medical Center (BMC), where she oversees the clinical and operational aspects of substance use disorder (SUD) programs and initiatives. Carla is an Adjunct Professor at Simmons College, teaching courses in Substance Use and Social Work. She is also a Doctoral Student (Ph.D.) in Social Work at Sacred Heart University, pursuing her research interests in substance use, race, ethnicity, and treatment outcomes.With over seven years of experience in addiction and hospital settings and as a Licensed Independent Clinical Social Worker and Licensed Alcohol and Drug Counselor, Carla has developed and implemented evidence-based interventions, policies, and practices to address the complex needs of diverse populations affected by SUDs, mental illness, and systemic barriers. She is also a passionate advocate for social and racial justice, serving on various advisory committees and boards and engaging in community outreach, education, and public speaking.     Social workers across all sectors of practice are faced with individuals, families, and communities that are significantly affected by substance use disorders. The focus of the class is on exploring the nature, etiology and treatment of substance use disorders and how they relate to social work practice. Set within a social justice framework, students critically analyze the intersections of substance use with racism and other forms of oppression. Ethical and legal frameworks for substance use treatment are identified and analyzed. Students explore the complex interactions of biological, psychological, and social causes and consequences of substance use, and learn how to develop a comprehensive, multidimensional biopsychosocial assessment. YAD incorporates a Positive Youth Development Approach, resulting in fair treatment in court, and works with each client to achieve both legal and life success. •Mental Health Division (MH): The Mental Health Litigation Division is committed to protecting the legal and constitutional rights of citizens facing civil commitment to mental hospitals, guardianships, and involuntary treatment, including the administration of antipsychotic medications. •Public Defender/Private Counsel Adult Criminal Divisions: These divisions represent adults in criminal matters and are dedicated to providing zealous advocacy, community-oriented defense, and protection of fundamental constitutional and human rights. This includes Section 35 cases whereby a client faces up to 90 days in a locked facility based on a substance use disorder.

    The SMART Team provides confidential clinical services, advocacy and case management to young people and their families who are impacted by the criminal and or juvenile justice systems. The team provides flexible community based services that are focused on mental health and connections to community resources. The Boston Trauma Response Team is an extension of the SMART Team’s mission and provides rapid response to homicides affecting young people (13-24), short-term case management, coping groups, and follow-up psychological first aid services. The team consists of well trained professionals and volunteers who are called on by community members, leaders or emergency personnel to provide support to emotionally traumatized youth and their families on a 24-hour 365-day a year basis. Staff and volunteers have the ability to respond to the emergency within 30 minutes of the time called to the Boston community.Following a traumatic event, the youth involved often feel helpless, confused, and in emotional shock. They are confronted with a situation for which they are totally unprepared. Often there is no one available in the immediate aftermath of a tragedy to guide the victims through these difficult hours. The Boston Trauma Response Team provides this necessary temporary support until the persons involved in the crisis are able to depend on family, friends, neighbors, and their community.
