I am serving as Acting Program Manager in the Northeast Regional Office, Waterways and Wetlands Program. I am primarily responsible for the day to day activity that occurs with the Program through our Environmental Group Managers. Reviewing the recommendations of the Environmental Group Managers on Permitting, Compliance and Enforcement. Coordinating the activities of the Program, which involve multiple disciplines, to insure they are working towards attainment of similar goals and objectives. Developing and updating workload analysis to implement program objectives. Informing managers and staff of updates, regulations, polices, procedure changes and concerns. Interfacing with Regional Director and Central Office on programmatic issues to insure consistency.Providing advice to legislators, news media, municipal and county officials, planning commissions, consulting engineers, facility operators, the general public, federal, state or local agencies and other programs regarding planning, permitting, and operations (inspections and enforcement) and monitoring functions of the program. Meeting with the public to explain Departmental functions, programs, rules, regulations, policies and procedures.

WATERWAYS and WETLANDS PROGRAM: (April 2006-present) Manager of the Conservation, Restoration, and Inspection Section which includes Compliance Program, Chesapeake Bay Program, Growing Greener Grant Program, Conservation District Assistance/Guidance, and Inspections. (March 2002- April 2006) Water Pollution Biologist 3 Supervisor, Water Quality Program: Water management section is involved with streams, lakes, and watershed assessments and the compliance of any dischargers. Special Research projects: Stream Restoration, watershed assessments, stream reference reach data collection, and peer review of projects/ permit applications; PPL Martins Creek fly ash spill monitoring, manage clean-up and chairman NRDA (Natural Resource Damage Assessment) Team; Effluent Dominate Stream Study. (January 2000- March 2002) Water Pollution Biologist 2, Water Quality Program: Responsible for the Unassessed Waters Program (stream assessments) involved in biological screening, habitat assessments, evaluating hydrologic conditions, identifying potential problems, solutions for existing problems, computer modeling for TMDL’s, and propose solutions and designs for impaired reaches. (January 1995- January 2000) Water Pollution Biologist 2, Waterways Engineering Program: Responsible for all environmental studies, such as: Environmental investigations, reports, research, identifying and delineating wetlands, environmental assessments for joint permits, stream surveying, joint permit applications, designs of stream bank stabilization and stream restoration projects, construction management, Special Projects: fluvial geomorphology projects: Bentley Creek, Martins Creek, Hammer Creek, Big Bear Watersheds; Mitigation Banking investigation; wetland mitigation monitoring & design.

Joint Permits, Environmental Assessments, Categorical Exclusions, Environmental Impact Statements, NEPA compliance documents, wetland delineation’s in PA. MD. VA. NJ. IL.
