Lead Construction Contracts through closeout for the San Francisco Bay Area Rapid Transit District (BART) on various Security Sensitive Information (SSI) projects systemwide that are funded by the Department of Homeland Security (DHS). Current simultaneous projects are valued at $2.6M for the Maintenance & Engineering Department and $7M for the Earthquake.

In 2001, Carl was hired by Townsend Management (TMI) to coordinate infrastructure construction with multiple building contractors as a Construction Manager on the Mission Bay Project in San Francisco for Catellus Development. Later, also managed the reconstruction of a major street while facilitating a detour that channeled traffic throughout other parts.

Later with Granite, Carl managed several projects that not only required the fundamental leadership skill set, but also required constant interaction with the surrounding community in San Jose as well as Oakland. These projects ranged from road reconstruction and utility installation to asphalt overlays.

In 1995, started career on beginning stages of the new Cypress Freeway (I-880) project in Oakland, after the 1989 Loma Prieta Earthquake as project engineer for Granite in order to reorganize the existing Southern Pacific Railroad Yard. Responsible for coordinating track demolition, utility construction, & tracing existing utilities that were not known to.
